We, tbe Liberal Republican* of the United
Btatea, in National Convention assembled.at
Cincinnati, proclaimed tbe following principles
aa essential to a just government!
First—We recognise tbe equality of ail men
before the law, and bold that it is tbe duty of
tbe government, in its dealings with tbe people,
to mete oat «qaal and eiact justice to all; of
whatever nativity, raee, color, persuasion, re
ligions or political.
Sacond—Wa pladga ourselvee to maintain
the union of these States, emancipation and
anfranebisemant, and to oppose any reopening
of tbo questions settled by tbe Thirteenth,
Fourteenth and Fifteenth amendments of the
constitution,
Third—We demand tbe immediate and abso
late removal of all disabilities imposed on ac
count of the rebellion, which was finally sub
'dued seven years agb, believing that universal
amnesty will result in tbe complete pacification
.fall sections of the country.
Fourth—Local self-government, with impar
tial suffrage, will guard the rights of all citizens
more securely than any centralized power. The
•ffnMi. welfare requires the supremacy of tbe
civil over tha military authority, and the fiee
dom of persons under tbe protection of the ha
beas corpus. We lemand for the individual
the largest liberty consistent with pnblic order
for the State's self-government, and for the
nation a rcturr to the methods of peace and
the constitutional limitations of power.
Fifth—The civil service of the government
bas become a mero instrument of partisan
tyranny and personal ambition, and an object
ef selfish greed. It is a scandal and reproach
apon our free Institutions, and breeds a demor
alization dangerous to tbe perpetuity ef repub
liean government. We * therefore regard i
thorough reform of the civil service as one of
the most pressing necessities of the hour; that
honesty, capacity and fidelity constitute the
anly valid alaims to public employment; that
the offices of the government cease to be a mat
ter of arbitrary favoritism and patronage, and
that public stations become again posts of hon
or. Tp this end it is imperatively required that
>o President shall be a candidate for re-elec
tion.
Sixth—We demand a system of federal taxa
tion whiclr shall not unnecessarily interfere
with the industry of the people, and whiQh
shall provide means necessary to pay the ex-
J lenses of tbe government, economically admin -
stored, pensions, the interest on the public
debt, aDd a moderate reduction, annually, of
the principal thereof, and recognizing that
there are in oar midst honest, bat irreconcila
ble differences of opinion with regard to tbe
respective systems of protection and free trade,
we remit discussion of the subject to the peo
ple in their congressional districts, aad to the
decision of Congress thereon, wholly free of
executive intdVference or dictation.
Seventh—Tbe pnblic credit must be sacredly
maintained, and wa denounce repudiation in
•tery form and guiso.
Eight—A speedy return to specie payments
Is demanded alikd by the highest considerations
of commercial morality and honest government.
.Ninth—We remember with gratitude tbe
heroism and sacrifice of tbe soldiers and sailora
af the republic, and no act of ours aball ever
detract from thoir justly earned fame or of the
full reward of their patriotism.
Tenth—We are opposed to, all farther grants
af lands to railroads or other corporations.
The public domain should be held sacred to
actual settlers.
Eleventh—We bold tKat it la tbe duty of tbe
government, in its interoonrse with foreign na
tions, to cultivate the friendship of peace by
# trpating with all on fair and equal terms, re
garding it alike dishonorable either to demand
what is not right or to submit to what is wrong.
Twelfth—For the promotion and success of
these vital principles, and the snppert of the
dandidates nominated by this convention, we
invite and cordially welcome the cooperation
afall patriotic citizens, without j-egard to pre
vious political affiliation.
