convention* which I signed in Mm .Mexican Dal
are, in February, and which met so cool a
reception at Washington. These Treaties reach
ed the t.'apitaJ only a few day* before tbe
*!••• of (Jen. Pierce’s Presidential teem. Mr.
Marcy wrote me that they embodied new and
grave principles in our Foreign policy, which the
expiring hours of the Administration allowed it
no time to consider with the care and deliberation
tab the importance of the subject, and that my
negotiations would I m remitted to tho incoming
Administration without the pft judtee of all ad
verse judgment. .Mr. Marcyx letter was kindly
apologetic, considerate aqd satisfactory to me.
The now Secretary of fttate was diretted to advise
utc that “fur Mm rca*oo* stated in Mr. Marcy's
despatches,” the President had determined not

tke only reasons alleged by Mr. Mercy, were, the

A the reason given was unsound, 1 was left to
conjecture the tnw one. Whatever might have
(men the motive for the decision, It was
clearly prejudicial to wy reputation, and 1
-offered for conceiving and executing a plan of
policy,embracing our present wants and providing
for our future expectation*, which I believed
then, and move titan ever believe now, would
have, been most beneficial to my country anil
ought to have proved creditable tome. My theory
wan that Mexico was not ready for absorption,
but that wisdom dictated that we would shape
her future and our relation* with her, diplomat!

of probation, tutelage and improvement, prepa
ratory to the execution of that decree of ‘‘mani
fest destiny” which nil intelligent men irelieve to
he in store for her. Cetmnereial, Postal and Ite

increase American intercourse, colonisation and
infliienr®, to end in Americanisation. Thor*, with
infinite labor, and aided by a fortunate conjunc
ture of Mexican polities and Financial wants, I
obtained; and now that twenty five month* of
living history have thrown their light upon tberu,
I feel sure that no one itcouaintod with the Mexi
can situation, can full to discern in those conven
rions a knowledge acquired on the spot and a sa
gacity that foresaw and tried to provide for the
very state of thing* that now exist*- -to utjravel
the problem which to this hour is nuvcHng wise
beads in and out of the American Cabinet. Ido
believe, that, had they been ratified we should
have been now far advanced on that road of com
mercial intercourse, influence and Antericanlru
tiou, the pathway to which ts yet to be explored
and entered upon. They would have secured the
then Liberal Uovrmnrent in power ; the Zuloaga
usurpation with its train of diagfttecs and horrors
would have been unwritten page* in the history
of that unhappy Republic; the discrimination of
20 per cent in favor of our ships and good* would
have thrown the supply and carrying trade of
Mexico Into the bands of our Merchant- and Ship
owners, directed the twenty odd millions of her
specie exports from tho ports of Kurope to our
own, and enabled our m ami fact lire* to monopo
lise the Mexican markets, then and now, almost
exolnsively in the possession of those of Huron*.
The ablest Journal In Mexico, a French pnjKjr, de
flared that the effect of these conventions would he
to revolutionize the euimrtetv of Mexico and
throw it into the American lap, This opinion was
euncorred 111 hv all intelligent Foreigners in the
capital. “And what is worse,*’ said the Trait /’
t ‘aion, “it Is legal” and other Powers will not be
able to complain that the privilege* secured by
treaty to their subject* n the footing of the “most.

Bui unhappily, the negotiator wlto had tho for
tune to ho on the ground at the rare and oppor
tune moment when concession* like these could
he hot! from Mexico, wo* a diplomatist unknown
to fuiuu and without the prnntiun to commend his
work to favorable consideration. That work
shared the common fate of new idea-from anew
man. It l not tha first by many thousand of
example*, of a proposition enunciated in advance
of the period when those were prepared to receive
it, whose promise and duty it was to make it es
(active. I rest in tbe confident hope that the
time will come when these conventions will be
disinterred from amoug the rubbish of tbe State
Department, uud that would well admit that tlndr
author saw further and knew better what he wa*
about than the flippant critics who pronounced
him a pretoimiou* bungler. lam sure too, that
whenever we do treat with Mexico the principles
of three five conventions will have to be recurred
to a* the hush of successful negotiation.
And, now. pardon mo gentlemen tills long di
gression from the tdye<*t with which I took up my
pen, to thank you for the kind and thoughtful
compliment you have offered me nud to ask you to
allow me to decline if ou the ground that urgent

At the Rickies trial to*day, seven witnesses for
tlu! defense were examined, including the Hon.
H J Walker, and one of Mr. Sickles’ servant* who
witnessed the signature of Mr*. Sickles ofher
confession of guilt.
During the delivery of the Hon. R J Walker s
testimony, the prisoner was so much overcome by
cnioliotte, that be had to be temporarily removed
from the Court room.
The Court adjourned, pending the admissibility
of Mrs. Rickies’confession. It details her crimi
nal intercourse with Mr. Key.

Whereas the existing state of political parties in
the Union demands an expression of opinion from
every true Southern man.
Resolved. That we plant ourselves on a plain
and practical interpretation ofthe Constitution—
regarding it, and it alone, as the table of our po
litical law and the basis of our political right-, in
the In ion.
Resolved. That we earnestly appeal to our
felhiw-eitucns or the State of Georgia, and to the
people of the whole South, to abjure all minor
differences—to abandon all petty prejudices, aud
unite in defiant opposition to any who. far (lie fu
lure, dare assail our Constitutional rights.
Resolv ed, That we commend tbe lofty patriot
ism of Senator Iverson, as exhibited by him in
bis vindication of Southern honor aud Southern
institutions.
Resolved, That in common with our sister
counties, we have great reason to congratulate
ourselves on the proejwrous condition of our State
affairs.
