In reply, I linvo to say that T know ol
no conceivable circumstances that would
induce me to interfere,by military orders,
with tho genornl business of tho Htato,
or with tho relation of debtor or creditor
under State laws, except, perhaps, in in
dividual cares, where very nmntfost in
justice had been dono. The only mili
tary orders wliioh 1 have issued, or in
tuned to issue in this District, nro such
as I consider necessary to the exciition
of tho Reconstruction Acts.
I do not understand those nets to war
rant mo in making violent nnd radicul
changes in the ordinary courso of civil
'business, except in the nmnnor and for
'tho purpose above indicated.
I do not soo that tho relations of debt
or nnd creditor, and their adjustment in
tho usual legal manner connection with
tho enforcement of tho Deconstruction
Acts, so long ns those relations are fair
ly settled hy tho courts without discrim
ination ns to classes or iodiviuals.

equivalent. In Massachusetts the quali
fication to vote is linked on the capacity
to read nnd writo, in addition to thu
other usual qualifications of nn elector.
Although the elector may be other wise
qualified, if he is not able to rend the
Constitution nnd to write his name ho
is not allowed to Vote. Congress has re
versed all known rules in its dealings
with the South. Wealth, worth nnd m-
telligonco arc ignored, and ignorance
alone is mndu tho qualification for suf
frage. We believe it is tho first known
Iristanoo in modern limes whore the |s»s-
season of all or nearly all the landed
pro|*:rfy, tho educated, nnd those who
have experience in public, matters, linvo
been disfranchised, and tho political
power placed in tho bands of tho igno
rant and debased. This condition of
tilings would bo bad enough were those
clothed with power of the same rare ns
tho disfranchised cluss, but it bocomoa u
thousand limes worso when the newly
enfranchised nro of nn inferior nnd somi
civilized race. Thoro is another fuaturo
that aggravates the situation still more.

of tho minority. Tho majority rule in
ignorod, und what sounds very strange
to American ears, tho ignorant lew are
made tho rulers over tlio wealthy and
intelligent many. Wo nuk nil men who
still have their reason nlvmt them how
long they suppose Htato governments
built up on this unjust nnd unequal
foundation can stand the wear nnd tear
of an enlightened public opinion ? Wo
answer no longer than they me propped
up by federal bayonets. Tho terms of
tho reconstruction acts erects ton negro
States in tho South. Tho power is taken
from tho white race nnd given to black.
How do tho pooplo of tho North relish
this ns tho result of the great war to
which they contributed so liberlly of
blood and money ? Do tho tax-payers
foci satisfied with tho return they receive
for their load of tnxos ? If they aro sat
isfied with negro States instead of the
Constitution and thu Union they ntevory
easily pleased, and hold thoir sacrifices
