and Bullock delivered to the Fourth
National Bank, New York, a centract
to place in bank $110,000 seven per
cent bondeof the State, for which $110,-
000 cull were advanced at collateral
security. In November $000,000 new
■even per cant bonds, datod Nov. 1st,
1808, signed Rnftis B. Bullock, Gov

carryout the September contract, and
to be hypothecated for further, auma
of money. In November $170,000 were
received by. the Treasurer from aald
Bank ns collateral scoiirlty.
'It appears that Bullock, when In N.

President of tho Bank not to dispose
of the bonds, as the Legislature au
thorizing them was an illegal body;
and (bo Bank, crediting itself with the
various sums mentioned above, had
also charged to tho Slat* $86,000 in

Tho report further shows that $239,-

of which the Bank has paid coupons
to tlie amount of $180,000. Tho W.

ed, was mortgaged for the payment of
these bonds, and instead of command
ing a prerolunvns they should have
done, or at least dollar for dollar, thoy

by these figures.
In addition to the above it appears
that the Fourth National Bank, New
