law, but to ndopt a comprehensive policy
that will preserve tho nubile faith, restore
confidence to tho people, stability to our

polities. Financial matters ought not to
lie in any senso partisan, but they may be
come so. Unless Congress can adopt n
policy meeting nil tho requisites nnmed,

tions may lie transferred to thu hustings,
where the heat of party strlfu may lend to
dangerous results,’’

ion that no legal tender notes beyond the
nmount now limited by law, should bo is
sued under any pressure of financial or
political necessity, until they nro convert
ible into gold nml silver. Our duty Is to
elevate tho ‘greenback,’ the standard of
national credit, to the standard of gold,
tho money of tho world. Until then we
nro not on a substantial foundation. Let
us make the dollar of our promise, in tho
pocket of a laboring limn, equal to tho
dollar of the mint. The rapidity of tho
process Is a question of public policy. It
inny bo by-gradually diminishing the vol
ume of currency, or be left nt Its present,
until increased business or Improved cred
it bring it up to tho specie standard.”
Such is the theory of nil Influential, if
not-n controlling, part of tile present Con
gress!! Such Is their plan of elevating the
“greenback, the standard of national cred
it, to the standard of gold, ” which they de
clare to bo “tho money of the world.”—

tho value of our money
The Constitution gives to Congress pow
er “to coin money, regulate tho value
thereof, and of forciijn coin, and fix the
standard of weights and monsures. ” Tho
Constitution requires Congress to regulate
tho value of national credit, and the value
of foreign coin. The purpose of the Con
stitution was to create an American mon
ey atid to regulate tho value of foreign
coins, by the value of American money
thus to be created. The States bad issued
paper money which they liml made a le
gal tender. The Constitution provides
that no Stale Bhnll coin money, emit bills
of credit, nr make anything but gold and
silver coin a tender in payment of debts;
but It does not prohibit the issue of bills

The Natioi al Labor Union is a politi
cal Association of swell numbers and in
fluence, that the issue which they have
thus presented should receive a candid
and careful consideration. They arc op
posed to the present system of National
Ranks, because its tendency is to concen
trate, in the hands of a privileged few, the
profits created by productive labor. Tho
Senate's committee say:
u Jt is impossible to overstate the im
portance ot these questions. Next to the
existence of government itself, and the se
curity of personal rights, coma tho pro
tection of property, tho preservation of
the public credit, the adjustment of taxes,
and the regulation of tho currency. Near
ly all the legislation of peace Is the legisla
tion of finance. Tlio action of Congress
on these subjects afreets the value of all
property in the United States; the reward
of nil labor; tlio incomo of the rich; tho
wages of the poor; the pension of the wid
ow; the enterprise and -industry of all
classes of our peopic, and thus touches the
homo and heart of every person in tho U.
States. Therefore, in reporting unon
these questions your committee appeal to
the generous forbearance of eacli Senator
not to condemn until he is convinced, to

fully refrained from every word or urgm
ment, which, being properly considered,
will tend to provoke partisan objections,
and tlie Memphis Convention having em
bodied It with their proceedings, I beg
lenvo respectfully to ask your further co
operation, and thattho printed Memorial,
with the accompanying address to the
people of tlio United States, be referred to
a committee with instructions to coushlcr
and report upon tlio propriety of adopting
a resolution asking Congress to enact thu
bill submitted in tho Memorial, and also
to consider nnd report upon tho plan sug
gested of national subscriptions in aid of
tlio construction of I tail Hoads, and to
suggest such measures, or proceedings, pn
tlie part of tho Convention ns may bo
deemed expedient to secure an efficient co
operation iu tlie efibrt to obtain from Con
gress the legislation requisite to achieve
tlie objects contemplated by tho Memorial.
Wliat those objects arc may he briefly
stated:
1. Tlie issue of a national currency
which shall be a legal tender, and convert
ible at the will of the bolder into four per.
cent convertible Bonds.
1. Tlie bonds to be payable ill nntional
currency, at tho pleasure of the govern
ment, nml convertible at tlio will of tho
holder Into currency.
!). The BoiulS'to he made the sole basis
of Banking, and that any person or asso
ciation of persons depositing fifty thou
sand dollars, or more, of such bonds in
the Treasury of tho United States, to he
held in trust for the redemption of their
bank notes, shall be authorised to estab
lish a National Bank nud receive from the
Comptroller of the currency an amount of
Bank notes equal to tho par of the bonds
deposited and pledged for tho payment.
4. The Bnnk notes not to lie a legal tern
dcr, nnd consequently not receivable in
payment of public dues, hut convertible,
ut'tho will of tho holder, Into national cur
rency, which shall be lawful money of tho
United States,
5. In ease any bank shall fail Ip. give
specie, currency, or four per ceiit bonds In
payment for their notes, when demauded
in sums of fifty dollars or any multiple of
fifty dollars,- it shall bo the duty ortho
Treasurer of the United States, upou reas
onable mitieo of protest, to give tho na
tional currency or four per cents or specie
therefor, and charge the same, with the
cost of protest, to the defaulting Bunk.

Congress ns provided for the assessment
uml collection of Internal Revenue, except
as much ns provides for tho assessment
and collection of the tax on cigars, and on
tobacco, and on distilled spirits, and on
incomes, be repealed, nml that for all pay
ments on customs duties nnd for taxes
made, in tlio “7?ccentre Currency,” tlicro
shall be allowed and paid to tlie tax payer
in national currency, or in four per cent
convertible bonds, such drawback as Con
gress may from time to time allow, nml
until other wire provided, that drawback
