In pursuance of a call issued by
the Executive Committee of tbe
Democratic party, 0 f Gwinnett
County, a meeting of the party
was held in Lawrenceville on
Tuesday the sth inHt. There was
not a large attendance but every
section of the county was repre
sented.
The meeting was called to or
der by the Chairman of the Com
mittee, and on motion Muj R D
Winn was elected Chairman and
Marion Roberts Secretary.
W E Simmons then moved that
a committee be appointed of one,
frsm each district to Belect dele
gates to the several conventions.
Ihe motion was carried and
the chairman appoin ed the fol

orj of Judge Kenan T. Terrell
deceased beg leavr to, submit
the following report to wit:
Judge Kenan T. Terrell was
boru in Gwinnett County, on *he
14th day ol February 182 t» and de
parted this life on the 12 day of
January 1884, igjd 57 years and
11 mouths. Born and reared in
this county his * whole life was.
spent here with the exception ol
one year speui in the Couiederate
army, he enlisted a* a private in
the 24th Ga Regiment and was
afterwards appointed as Commissa
ry of of the regiment with the
rank o f captain. Owing to his un
perfect eye sight he was unlit for
active duty on the field aud was
compelled on iliife account to res
igu his commission and return
home. Judge Terrell has alway„
taken great interest in political all
airs. Au ardent Htate s rights man
he haaaffiliated with the Democrat
ic parly ftorn his youth up aud
at all times and upon all occasions
his voice could L>e heard and his
haud seen in defence of ils rights
and its principles. He was candid
and outspoken ic his oppinion
both as to men and measutjs and
it required no exertiou and was no
difficult task to hud out just where
he Owing to these circuui
stances ire was sometimes defeat -
ed at the polls. He did uot pan
der i*> the prejudices of the peop
le nor was he a man of policy in
ihe political sense of the term,
but always aided from principle.
He planted himself upon thb
broad pi" tform of honesty and pur
lty, titness and integrity and then

tember. It is purely a question

The tisw court honse is to be
built, that is settled urul,4he work
is now progressing.
The whole cost as efnimated by
our comny authorities will be $23,
000. This amount must be rais
ed by luxation, as we have no oth
er source lo look money for
any public work *
There is in the treasury between
Beven and fight thousand dollars
collected heretofore,, which will
leave, say fifteen thousand dollars
to be collecti ons fall and nexb
if it is determined to raise rtte en
tire amount by taxation.
This su n must tie irived outside
of the ordinary taxe3 j uajly col
lected for State ;n I c unty pur
poses. We wd therefore have to
pay this fall an extra tax V>f 4.7,500
and a like amount next year
In view of the present financial
condition of the county and the
straingeccy of money, wi h a prob
able short crop of cotton a”d low
prices, that instead of paying this
sum by forced levies upon the p eo
pie, that the debt be funded in
seven per cent bonds, runningfive,
sewn and ten years, five thousand
falling due at the expiration of five
years, aud the remainder at the
dates above stated.
Tim question to be passed up
on by the people is whether bonds
shall be issued to meet, this debt ?
If the country was in a prosper
ous condition, money easy, ihe
people out of debt, the prospeci
for a good cotton crop haltering,
the aigument in favor of paying
the debt off as repidly as possible
would be strong. But what is the
outlook this fall. Money has not
been as scaice and hard for the
coiumcp people to get in ten yeais,
and nearly everybody is in debt
as much-as they can pay without
sacrificing many of the actual ne
cessities of life, and crippling
their fdAiing operations for the
next year. In half the county,
the yield of cotton, oar man: naon
ey crop, will not be more that
Lalf an average crop. And it is
the opinion of the best posted cot
ton men that eight or nine cents
will lie the top «f the market this
tall.
Out of this is to be paid fenil

Wbat is the necessity of pres
sing this collection at orce ?
Here is a building that is axpect

after us. In the course of ten
yeavs ihe population of the coun
ty changes very materially. Hun
dreds who live here now will ei
ther be dead or removed to some
other locality. Their places will
bo tilled by young men growing
up and immigration bom other
sections.
VVe can see no reason why those
who enjoy the benefit of a coinfort
able court, house should no* partie
ipaie iu p tying the cost. Eton if
the same men who will pay ihe tax
uaw ha«l to pay it then, 1 he burden
is distributed through ten yearn in
stead of two; and just in ihuf pro
portiou it is easier and lighter to
carry.

to you, and therefore you are not
injured if you pay a small portion
of this interest.

knowledging the receipt of his
