A Sad Occurence.
Miss Bettic Lowery was drowned in
the Chattahoochee river, near Holliigs-
wortli lorry on Sunday, the 21th inst, by
tbe sinking ot the bateau, iu which she
and two other persons were attempting
to cross. Her companions narrowly es
caped a similar fate. This young lady
was greatly beloved, and her untimely
death has cast a gloom over the entire
community.

Without any agency on my part, my
name has been brought before you, in daJ of sa i e the land shall be struck off to

proaching Convention. I hereby publicly
consent for my name to be so u=cd.
This is a time when all true men at the
South, should lend every effort to secure
and protect, by proper constitutional pro
visions and legal enactments, whatever of
liberty and property may be left us from
the almost total wreck. And without pre
tending to be competent to so great a
task, I can only promise, if elected, to
serve you faithfully and to the best of my
ab'lity, and in all things to do the best I
can f>r the interest and honor of our be
loved State.
Without going into the details of what
may be done in the Convention—wliat we
will be permitted to do, or wliat wc will
be rCqurcd to do, I will say that no hu
man power could compell me, to consent
that negroes should have tbe privilege of
T<>ting, the privilege of sitting oh juries
and the privilege of testifying, in our
courts, against white men.
As bad as our condition now is, with, in
many places, no courts, no laws, no trial
by jury, no priviledge of the writ of ha
beas corpus, no security of life, no securi
ty of property, as bad, I say, as our con
dition is, and if it were twenty times
pie, without any regard to prior leins,
encumbrances, rights, titles or claims.

salaries.
Sec. 6. Provides that the commission
ers shall begin their labors as soon as the
country is restored to the jurisdiction of
tbe Union authorities.
Sec. 7. We omit the 7th section of the
original act, and condense a substitute
therefor, which was approved Feb. 6th,
1863. This section provides that in case
the tax is not paid as set forth in section
3, the commissioners shall advertise the
property for sale in a newspaper, and
cause three notices to be posted in as
many public places, in the town or parish
where the property is situated. On the
tho highest bidder, for a sum not less than
taxes, penalty and costs, and ten per cen
tum per annum interest on said tax.—
Provided, That the owner docs not on or
before the day of sale pay to the com
missioners the amount of the tax, with
the ten per cent, interest and the cost of
advertising. The commissioners are also
authorized to bid off the property for the
United States, at a sum not exceeding
two-thirds of the value thereof, unless a
higher bid is offered. The purchaser re
ceives his certificate of ownership from
the commissioner as soon as the purchase
money is paid—Treasury notes or,United
States certificates of indebtedness of any
kind being accepted in payment. Ibis
certificate of ownership to be considered
in all courts as prima facie evidence of
the validity of the sale and ot the title
of the purchaser. But the owner, or any
loyal citizen of the United States, who
has a valid lien upon the property, may
at any time within sixty days subsequent
to the sale, appear before the commission
