constitutional relations of slavery; says that it

ity to heal admitted palpable social evil3 of their
own, and which are completely within their
jurisdiction, they engage in the offensive, hope
less undertaking of reforming the domestic in
stitutions of other States wholly beyond their
- control and authority. While the people of the
Southern States coniine their attention to their
' own affairs, not presuming officially to inter
meddle with the social institutions of the Nor
thern Slates, too many inhabitants of the latter
are permanently organized in associations to
'Inflict injury on the foimer by wrongful acts,
which would be a cause of war as foreign pow
ers, and only fail to be such in our own system
because perpetrated under cover of the Uuion.

the September adjourned, ternyof Wash
ington Superior i ourt, beg leave to offer the

Upon euquiry we find that * ihe bridges ■ com
mon !y know'll as the Deep-cut bridge, Keg
Creek bridge, and the bridge on Buffalo, creek
on theTirfupike road, and' Shephard’s bridge
on Buffalo are iu a dangerous condition, and in
need of immediate repairs, and we would re
commend the proper authorities to pay prompt
attention to them, for the 'convenience and.
safety of the public.
.Finding the presen t temporary,buil4'mg erec
ted to serve the purpose of a Court-house not
suffidenth’ lighted and w ithout the conveni
ent esuf cnimneyo or'stoves, we recommend
the Iulbii r court to proceedaW qnee tp.have
twoaddiuoualliglitsp.pt into the, court room,
and one ineach jury rpom, and that chimneys
be built so that the court room may have two'
fire-places and each jury room one; -two chim
neys being so erected as ito have tjie nefcessary
number of fire-places.
The Grand Jury have thtougji appropriate
committees,examined the records of thejSape-
rior and Iaferio. courts,.and find them kept in
a neat and correct manner by the officers hav
ing them in charge.
They have likewise caused the Poor house
to be examined, and they recomnieud the. pla,-,
ciiig of good lightwood blocks under the dwel
ling, also the erection ot one new chimney and
the repairing of another, it not being safe.
They also recommend that fiio,^enclosed
ground be ploughed up, that, tho occupants
may raise vegetables for their <fwu vise, and fi
nally the continnance of the service of the ne-
gto woman.
This body having been imformedthat-a large
number of Ihe teaehers of poor-school children
in this county received nothing for their servi
ces during the year 1864 in consequence of the
failure of the receiver Of Tax returns to! dis
charge his duty .and-having learned that there
is now iu-the hands.of the County Treasurer,
the sum of two hundrcd-and ten dollars, ($210)
of the fund of that y&ar; we Teeommend that
our Senator aud Representatives to the legisla
ture, have an act passed ifjiecessary for i(s«
equitable distribution among the teachers, hav
ing claims unpaid for -services .rendered, that
yfeac.
Tha Grand Jury have witnessed .with satis
faction (he good order, and the comparative
absence of drunkenness in thd streets of this
village' since tho corporate authorities of the
town have expelled the retail liquor traffic from
its limits and would recommend them, to per
severe in that course as experience has shown
tlie advantage apd wisdom of the plan.
It is the opinion of this body,‘that the inter-,
est, the comfort, aud the eoterprize of tiro. «ti-

construction ot an edifice, wherein the Records
' of tlie county may be deposited without risk,
which would afford spacious and well eoutrh'ed
apartments in which justice may be admiuis-
tered and which should.-be in peeping with

es our county, avoiding with equal prudence
all harrow parsimony and all unugcessiiry ex
penditure.
Aud wheregs this body ,is credibly informed

would be sufficient for the erection of such a
building. Whereas also this body deem it
the best policy for a community as for
an individual to meet its liabilities with all the
promptitude that is consistent with its resour

Whereas moreover experience teaches, that
works of a public character are undertaken on
the terms, and executed in the manner most
favorable to the community wneu tho contrac
tors therefor are held responsible for the exe
cution of them to whom On the fulfillment of
the task they may look with certainty for the
stipulated price of their labor.
In furtherance of these views, it is the wisli
of this body ti.at our Senator and Represen
tatives use their utmost exertions for the pas
sage of an act during the'present session of
the Legislature; investing the Inferior court
of this county with power ample and indepen
dent of any sanction from other sources,,to issue
bonds for a sum not exceeding fifteen thousand
dollars bearing 7 per cent interest. To redeem
which they be fully and without any additional
sanction empowered to raise by extra taxation,
the necessary amount within three y«o«•* from
the passage of such act.
Provided however that the amount raised
any one year shall not exceed the sum of five
thousand dollars. And in pursuance 'of this
end, the Clerk of the Superior Court-is reques
ted to transmit to our Senator and Representa
tives a copy of this our suggestion, upon the
question of erecting a Court-House.
This body would convey, to hia Horror the
Judge an expression of the high regard which
they entertain for the impartial and dignified
manner in which he lias conducted the busi
ness of the court and his uniform kindness and
courtesy to this body. .*
We have noticed also with marked pleasure
die zeal with which the Attorney General has
discharged his duties and his promptness in
tendering to this jury whatever legal assistance
they stood in need of
