for the production of ail the supplies of provisions
necessary to support our people at home and our-
armies in the field. The prospect is most flatter
ing for an abundant wheat harvest. Let eaclr
planter, so soon as his wheat is cut, break and
plant a few acres of his best wheat land in an early
kind of coni. This would add hundreds of thou
sands of bushels to the crop ; let each also plant a
large crop of peas and turnips, aud look diligently
to the culture of everything that will sustain the
life of man -or beast, that we may be entirely inde
pendent of all supplies from abroad.
Finally, I appeal to all—ladies and gentlemen=-
to practice strict economy 5 dispense with every
unncessary luxury, and devote all to our country,
till the battle is won and our independence ac
knowledged by all the civilized nations of the
earth.
We hope for an early peace ; but, if we are dis
appointed, God has given us the physical strength,
the material resources, and the means of support,
which will, with proper energy, enable us to live
and to defend ourselves upon our own soil for the
next twenty years to come. Praying Sis divine
protection, 'let us humble ourselves in his presence,
implore his aid in our struggle, and with a firm
reliance in the justice of our cause let us resolve to
achieve our independence or tuffer extermination
in the patriotic effort.

A Bhieliaxt March.—Wo doubt whether the
history of war shows a finer specimen of military
ardor than the splendid tnarcli over the mountains
of our force at Harper’s Ferry when told that the
enemy was at Sheppardstown. Eleven miles in
two hours aud a half, over a mountain country,
through a terrific thunder and hailstorm, in search
ot an enemv, certainly shows that the spirit is wil
ling aud the flesh is not weak.—Richmond Dis
patch.

bearing a United States Stamp will be mailed
at this office, as the postage will havetobeprepaid
in money, until the postage stamps of tl.e Comtod-
erate States shall be furnished. After that time no
credit tor postago can bo had. _ I suggest the pro
priety of persons bringing their envelopes aud hav e
them stamped “paid,” aud pay the money, as t
will save the trouble of making change tor small
amounts. Kates of postage that are then to take
place, are, for all letters not weighing over a half
ounce for any distance 111 the Confederate States
not over 500 miles, 5 cents; and the same rate for
every additional half ouuce, aud over that distance
double these retes. . .. , * n

may be convenient, and that public meetings e
held iu each county for the purpose of uiscussmg
the question and soliciting subscriptions.
I have requested our able and faithful G<>mp-
•troller General to make out from tho tux books and
publish a statement of the amount which would
be the just proportion ot each county, should cacti
determine to contribute its part of the one million
dollars proposed to be raised. The Treasurer of
•this State, on being iuformed by tlie Justices of the
Inferior Court of tlie amount of the donation of the
countv, will direct the manner of its transmission to
the treasury, aud will receipt for the amount. The
Justices in each county are respectfully requested,
so soon as the books of contribution are c osed to
transmit them to the Executive Office that they
•may be preserved among thc permanent records
■of the Slate.
As the Executive of the State, I will present
a beautiful flag ot the Confederate Slates to the
county making the largest donation in proportion
to the value of its taxable property.
To the gentleman making the largest donation
before tlie first day of August next, I will presen
•a golden medal with appropriate inscriptions, and
will enroll his name with a statement ol the cause
of its enrollment upon a blank leaf in the Book ot
Executive Minutes. I will also enroll w like man
nor tlie names of the nine gentlemen making the
next largest donations in tlie order in which they
are entitled by the amount of their contributions.
Another suggestion, aud I have done. Our on-
■emies are blockading our ports and cutting off our
supplies from abroad. A kina Providence lias
blessed us with tlie means of making within ouf
-own limits almost everything necessary to our
support and comfort, and with a monopoly ol tho
great staple which this worldeannot do without-
it is said our enemies .exempt cotton from block
ade. W hy ? Because they cannot do without it.
I appeal to our planters, therefore, to refuse to
ship a bag while the blockade lasts. This will
soon remove the blockade from our ports, and the
increased price will amply reward you for the loss
you mav sustain while you keep your cotton on
hand. I trust our people will bold public meet
ings and petition the Government at Montgomery
to lay an absolute embargo upon cotton permitting
not one bag to pass out of the Confederate States
while the blockade is maintained. 1 appeal to our
capitalists to go to work vigorously aud prepare to
manufacture such articles as we most need. I also
appeal to our planters to redouble their energies
