Effect of the Resolution.
“ A resolution on the suhjoot by the
senate or by the house, or by both bod-
lGfi, or by one, whether concurrent or
joint, is inoperative as legislation and is
important only as advice of great weight
voluntarily tenderod to the exooutive
regarding the manner iu which ho shall
exercise his constitutional functions.
The operation and effect of the proposed
resolution, therefore, even if passed by
botli houses of congress by a two-thirds
vote, are perfectly plain. It may
raise expectations in some quarters
which cau never be realized. It may
inflame popular passious both in this
country aud elsewhere, may thus put iu
peril the lives and property of American
citizens who are resident and traveling
abroad, aud will certainly obstruct and
perhaps defeat the best efforts of this
government to afford such citizens due
protection. But, except in these ways,
and unless the advice embodied in the
resolution thojild load the executive to
revise conclusions already reached aud
officially declared, the resolution will be
without effect and will leave unaltered
the attitude of this government towards
the two contending parties in Cuba.”
It has been admitted heretofore, as
Secretary Olney contends, that such ac
tion is a purely executive function, but
Senator Cameron, tbe uuthor of the res-
olution, whioh lias given rise to this
issue, is understood to have made a most
careful nnd exhaustive study of the 0011.

I have often spoken to you about
faith, but this morni 7 I rpeak to you
about works, for “fait:, without works
is dead. I think you will agree with
me in tho statement that the great want
of this world is more praotioa) religion.
Wo want practical religion to go into
all merchandise. It will suporviso the
labeling of goods. It will not allow a
man to say that a thing was made in
one factory when it was made in anoth
er. it will not allow the merchant to
say that watch was manufactured in
Geneva when it was manufactured in
Massachusetts. It will not allow the
merchant to say that wine came from
Madeira when it came from California.
Practical religion will walk along by
the store shelves and tear off all the
tags that mako misrepresentation. It
Will not allow tho morebunt to sny that

ohicory and other iugredieutsgo into it.
It will not allow him to say that is
pure sugar when there aro in it sand
and ground glass.
Practical Religion.
When practical religion gets its full
swing in tho world, it will go down tho
street, and it will come to that shoe
store and rip off the fictitious soles of
muuy a flue looking pair of shoes and
show that it is pasteboard sandwiohed
between the sound leather. And this
practical religion will go right into a
grocery store, aud it will pull out tho
plug of all the adulterated sirups, aud
it will dump into the ash barrel in front
of the store the cassia bark that is sold
for oiuuaman, aud the briohdust that
