TALBOTTON STANDARD.
WBDREsmi Mimxixa. march is?:t.
Oar Era.
It is soltloin we find so much truth
expressed in so few lines as the follow
ing from tho New Orleans Times. There
is moro food for thought in this brief
editorial than is contained in some long
sermons. The writer says: “The world
is enlarging and society' is loosening in
every direction. In old times every
thing wa < done with delib. r ition There
was less speed, less impulse, money,
haste, than now. Life is not shorter,
but there is more to do in it, and more
to make use of iu doing it. Enjoyments
come in larger supplies and are com
pressed by mental process. We imbibe
instruction and delight from electric
wires. We are startled daily by suprises
—in science, discovery, amusement,
crime. Everything is fast and loose.
Race-horecs are worth a hundred thous
and dollars —a telescope is about to cost
a million. A legislator may be quoted
at from five to ten thousand dollars—a
kingdom is thrown away. We have
more living to do than iu old times.
The whole world is crowded close around
us and is part of us. We are within an
hour of Paris and Berlin, and half a day
of Singapore and Calcutta. The whole
of civilization is moving in our minds
continuously. We grow weary of keep
ing up with things. Indeed life so
abounds with extras that we neglect its
regular editions. We live outside of
ourselves more than in, and when we
shall be dead we are to be interviewed
by spiritualists.”
An exchange has tins to sav about our
Presidents:
Jefferson was calm, clear, critical,com
prehensive and orderly. John Adams
was emotional in his nature, and was
fiery and forcible. James K. Polk was
proud, firm, combative, dignified and
determined. Andrew Jacksons firm
ness ami force of character have become
proverbial. Madison hod originality'and
discrimination, buj lacked firmness of
character. Geu. Franklin Pierce was
very harmonious in his mental organiza
tion—well balanced. Zachary Taylor
was firm, hopeful, intelligent, honest,
positive ami independent. Millard Fill
more is more courteous than command
ing and wins rathor than compels. Win.
Henry Harrison was kind, affectionate,
upright, prudent and circumspect. Mon
roe was more remarkable for practical
talent and common sense than for depth
and brilliancy. Washington had strong
common sense, clear reasoning powers,
integrity, firmness and self-esteem. John
Tyler was brilliant and off-hand, rather
than deep and profound; he was firm
to obstinacy. Martin Van Buren was
cautious, shrewd, clear-headed and re
ticent, and was highly polished in man
ners. John Quincy Adams was combat
ive, argumentative and thorough, and
had an extraodinary memory.
Tux Ujuteh States Senate.— The .Sen
ate of the United States,of the 4.‘ld Con
gress, convened last Tuesday at Wash
ington. Henry Wilson, of Massachu
setts, whose term as Vice-President be
gun on that day, presided. Ihe oldest
Senator is Simon Cameeon, born 1799,
and the two youngest, Mr. Dorsey, born
in 1841, and Dr. Conover, born in IH4O.
Mr.Cameron is the only Senator over sev
enty years of age. Forty-six of the
Senators are lawyers, five are interested
in railroads; four ai'e farmers; three are
physicians; two are journalists; two are
clergymen; Mr. Sprague is a manufactu
rer, air. Chandler a merchant, Mr. Ames
an army officer, Mr. Clayton a civil en
gineer, Mr. Jones a miner, and Messrs.
Buckingham, Caldwell, T. W. Terry,
Gilbert and West are engaged in gener
al business. 6’enators Alcorn, Gordon
and RaaSom, were generals in the Con
federate army during the war. Brown
low, Buckingham, Clayton, Fenton,
Hamlin, L. M. Morrill, Morton, Ramsey,
Sprague, Oglesby, and Stevenson, have
in the past* been Governors of their re
spective States.
IwniOBATION TO SOUTH CaDULISA. TllC
New York Express says: “We under
stand that there is a project on foot
among some of our eminent capitalists
to establish a scheme of immigration to
the State of South Carolina, the main
purpose of which is to iucrease the cot
ton production of the State. There are
to be no unworthy persons admitted in- 1
to tb£, ranks of this largo army, but it
will include only well-to-do workmen
and their families.”
On the third day of the marriage of
the Emperor of China, he and his young
bride appeared in dresses valued at
360,000f.
THe English Ministerial Crisis.
—There are three or four contradictory
reports in tho morning dispatches in
this edition, but the latest and, undoubt
edly tho true one, is dated at 3 i>. m., in
London, and states positively that Mr.
Disraeli waited on the Queen yeitorduy
morning and declined to organize a
government. This also with the concur
rence of Earl Derby. Both agreed that
the conservatives were in no condition
at the present time to assume the re
sponsibility of directing the adminis
tration. This decision seems to neces
sitate a resumption of its authority by
the Gladstone Cabinet, and we shall
probably next hear that this has taken
place. Mr. Gladstone may, peliaps, in
sist on an appeal to the people, or he
may content himself with a vote of con
fidence by the House. One of the dis
patches states that the conservatives
are confident of the result of such an
appeal, but if they were, it seems to us
Mr. Disraeli would not have declined
the admisistration.— Telegraph A Messen
ger.
The Late Congress.— iiio New Yoak
Tribune winds up a leader on late Con
gress with the following pithy observa
tions. It says:
“As the XLIId Congress goes into
history it will take with it a reputation
for fair intentions hut great feebleness.
Die Senate has been obstuctive, parti
san, and unusually corrupt. Consider
ing the relative smallness of its numbers,
it Las been conspicuously bad in mor
als. It lias been forced to consider the
expulsion of one of its members; and a
strict inquisition for foulnecs would drive
out five times as many more. Tlie
House has, in the main, been more res
olute; but it too went down disgraceful
ly when it was forced to consider the
character and standing of its own mem
bers. The first Session of the XLIId
Congress was brief and business-like;
the Second was mainly preparatory for
the Presidential canvass of 1872; the
Third and last was alarmed and fevered
by developments concerning the moral
character of .Senators and Representa
tives. The XLIId Congress comes to
an end; the country will be relieved at
its going as well as disappointed by' the
inconsequence and incompleteness of
its labors.
The German Arm*.— The work of im
proving the German army is neVer fin
ished. We are now told that an impe
rial army reorganization bill will be
among tho most important measures
submitted to the Diet of the German
Empire. While retaining the main fea
tures of the existing system, the bill
would seem to effect a very great ame
lioration in the state of the German cit
izen, so far as regards liability to mili
tary service. Twelve years’ duty only
are to be asked from each soldier three
in the active army, four in the reserve
and five in the Landwehr. Hitherto,
in Prussia at least, the term of service
lias been longer by four years in the
Landwehr; while after the sixteen years
the soldier was still liable to be called
upon for service in the Landstrum. It
is not likely that the last named liabili
ty will be done away by the new meas
ure, but the remission of four years’
Landwehr service must be welcome in
deed to many thousands of citizens who,
having served their seven campaigns,
have settled down in life, and are not
too eager to quit their country on for
eign enterprise.
France Making Read*.— While France
is rapidly paying the indemnity wrung
from her by her conquerors, she is also
organizing her armies with systematic
and significant vigor. The conscription
law which is now in force.is more sweep
ing and severe than any of its predecess
ors. It declares that every able-bodied
Frenchman, from twenty to forty years
of age, is liable to do military duty with-
out receiving any kind of Loan tv, or
providing substitute; that soldiers with
the colors cannot vote; that every arm
ed body is under martial law; that no
foreigner, convict or disfranchised citi
zen is to be allowed iu the army. To
this there are no exceptions, eclesiastic
al and other students set apart for du
ties connected with the State. The
term of enrollment is for a term of twen
ty years, and when it is remembered
that the population of Franee at present
is in excess of thirty-six millions, the
tremendous power of the coming army
of the great European Republic may be
in a measure estimated. Strictly car
ried out, the new system will provide a
military force sufficient for any national
purpose. It is not hard to guess the
direction in which the thoughts of every
Frenchman are bent at this time.
