PIMAMCKS.
As National Finance* at present con-
MBute the all absorbing topic in tlie
North and West, we copy the following
Iran the Telegraph k Meeeenffer of a
recent date. It expose* the true cause
es oar financial troubles, and as it ooine*
from a aouroe which is entirely correct,
we hope all of our readers will give it a
thoughtful perusal ;
Kuutamwo taxation and bobskut.
All Utica, Near York, turned out last
Tuesday to hear a speech from “Walter
B. Pierce"—not a candidate asking for
*#«—got a partisan seeking to advnuca
the fortunes of any political organisa
tion, but snaply “» tox paver." The
speech waa from “Waiter B. Pierce, tax
payer,” and he showed, in the oourse of
im remarks, that he had far sounder
reason as “a tax-payer” to make a speech
than oouid be offered in sew other capac
ity. His apeeoh is dispatched ia full to
the World of Wednesday, and makes
four oulumus of eery startling readiug.
Wc shall only copy a little of it.
“Walter B. Pierce, tax payer,” traces
the financial prostration of the country
simply to enormons and exhaustive taxa
tion, to support waste and public plun
der. His remedies are simple. Reduce
taxation to the measure of honest neces
sities, sstubEsh official responsibility,
and punish thieves.
Beginning with a rapid review of the
wretched condition of the country, lie
has this to say upon the burdens which
misgoveruraeiit and knavery have im
posed on the people :
What are the causes ol this destruc
tion of our prosperity ?
EXHAUSTING TAXATION.
Dariug tb* ten years just past the peo
ple of this country have paid in taxes
*7,000,000,000 ! —that is 8700,000,000 p< r
year—almost $i,()QO,O0O a day 1 This
sum in round numbers is equal to tin;
whole volume of our currency 1 If the
taxes were nil collected In one day there
would nut Ire left in the vaults of the
hanks, in the drawer of the merchant, in
the pocket of the people, a single dollar
in all the land! The tax gatherer asks fur
all ran money, and gets it once a year I
Do we still fail to comprehend the mag
nitude of oar taxation 7 Then hear this
and be aetouished : ail the products of
the country shipped from New York
City, from Philadelphia, Boston, Balti
more, New Orleans, and all the commer
cial ports—in short, the exports o( the
fluoatvy—do not pay the taxes t And yet
the scoundrels live who lsugh st our on
liuuiMea sad would crucify the citizen
who dare oomplain. Such to-duy is tax
ation ia North America, where but a hun
dred years ago our futhers fought against
Napoleon onlled the English people a
nation of shopkeepers, but we have be
come a nation of taxpayers 1 In 1871 P.
Lori!lard of New York eity paid into the
treasury of the United Htutus, ns taxes
ulkjb his business, the sum of 82,060,-
(WO! An am.%il equal (A average
sunusl revenue of the Eugli«A govern
ment during the reign of Queen Eliza
beth. And .vet this o.mrmou. sum, “tell
it not in Gath, publish it not m in Wife
streets of Askelon,” this enormous sum,
the revenue of a kingdom, was ouly a
little more thou enough fur the salary
grab robbers. The revenue of a king
dom paid by oue tax-payer, and that rev
enue stolen in au hour by Congress I
He will perform n Herculean task who
shall oonvinoo tlie Amenoan citizen that
tli* acts of Government have any tnfin
•uoe on his interests. He feels that hi*
interesta are distinct aisive, beyond all
influence of governmental notion. The
dtiscu feels that it is of no consequence
to him whether the taxes are high or
low is the sum of 8100,000,000 stolen
from the treasury» That is n matter
about which ho uever concerns himself;
be is above such things, and thinks little
of the man who is affected by them. Is
a single monopoly taking out of the peo
ple of on* suction of the oouutry 828,-'
800,000 annually T The citizen sees no
objection to that; the owners of this
monopoly might as well have the money
«s anybody else. Is a bank robbed ?
Yl»e citizen sees in this an easy money
market, as the robbers will put the mon
ey UP circulation and we shall get some
ol it. The citizen regards a nan of op
posite views us an old fogy and destitute
of enterprise. The eitizon thus holding
•ad believing on those matters is a little
light-headed, and bis frivuds arc begin
ning to discover it.
who is ntaroHstnr.B 7
Who or what ia responsible for the
causes of the destruction of our pros
perity* It is replied : “The rebellion."
Tbeu wo further ssk ! Did the rebellion
make the creation of the monopolies nec
essary ? Did tlie rebellion, enable the
railroad interest to carry the Legislature
in its vest pocket, and use it as .frcply us
s tooth-pick ? Did the rebellion cause
the Credit Mobilier swindle ? The San
born contract ? The l-v* pay grab ? The
Tweed reW««ry l The District of Colum
bia infamy ? Dkl tlie rebellion compel
the Secretary of the Treasury to buy pa
per at 76 cents per pound, when it was
offered to him at 45 omits ? Did the •re
bellion render necessary the Canal Bing
robberies, and all of the peculations,
great and small, in State, county, city
and town, through which the people are
pluudered at every poiut ? * ♦ If the
rehelliou necessitates 8155,008,000, why
should 8247,001,332,79 additional aud
unnscessary taxes.Vm imposed upou ns ?
Take the monopolies, anfi what is the
amount which they unjustly t«k« from
the people ? He makes a low estimate
who puts the extortions of the whole
family of monopolies in tlie oouutry at
$150,000,000 annually.
Now let us add up the sums of money
unjustly taken from us by needless tax
ation, as already ascertained. Here they
are :
By the national Govern
ment 878,750,358 76
By the States, inoluduig
the counties aud towns. 173,250,947 00
Total *247,001,382 76
Add monopolies . . . 150,000,000 (X)
Aud we have • grand to
tal of $897,901,832 76
Did the rebellion render this enormous
annual robbery of Uw people necessary?
Is it not about time that we cease to lay
everything to the rebellion—to make
that an apology for every crime against
lit* people?! turn my fare from the
deed to the living foes of my country,
the banded robbers now despoiling tlie
fair heritage of ourcclver and our chil
dren.
