hooking with deep anxiety to the future as of

Hereby issues and proclaim* the following dec

have with perfect unanimity agreed:
1. We hail with gratitude to Almighty God
.the end of the war and tile return of oeace to an
afflicted and beloved land.
if The war just closed lias maintained the au

4lh. We call upon the people of the United

who will receive to seats their loyal representa

United Status may far made by ihe »«»£, there
of ns they may deem expedient j hut only in tlai
mode pointed out by it. ]„ proposing auch
aineniiiuentr, whether by Con -ress or by a con

the Union have an equal aud indisputable right
to vote thereon.
7. slavery ia abolished and forever prohibited
and there ia ncithar desire nor purpose on the
part of the Southern States tlial it should ever
be re-establislied upon the soil or within the ju
riadiction of the United States.
And the enfranchised slaves in all the Slates
of the Union should receive, in Common with all
the inhabitants, equal protection in every light
of person or property
Bth. While we regard its utterly invalid, and
never to be assumed or made of binding force
any obligation incurred or undertaken in making
wa' against the United States, We hold the debt
ol the nation to. be tarred and inviolable, and
we proclaim our purpose in discharging this, us
in performing nil other national obligation* to
maintain unimpaired ami tmimpeached iho honor
and the faith of the republic.
9lh. It ia the duty of the .National Government
to recivgnise the services of the Federal soldiers
and sailors in the contest just closed, by meeting
promptly and fully alt their just and rightful
claims for the services they hove rendered the
nation, and by extension to those f
- survived and to the widow* and or| n
of thoee who have fallen, the most generous and
considerate care.
10. Iu Andrew Johnson, President of the Uni
ted States, who, in his great office, has proved
steadfast in his devotion to the lawa and interests
of his country, unmoved by persecution and un
deterred reproach, having faith immeasurable iu
the people, nrul in the principles of the Govern
ment, we recognise a chief magistrate worthy of
the nation and equal to tire great crisis upon
which hi« lot is enst, aud we tender to him, in the
discharge of his high and respmtsible duties, our
profound respect and the assurance of our cordial
and sincere support.
Toa Coxn Markets. —As a matter of interest
to Ibis whole region where the corn crops have
proved an almost total failure, aud which must
depond for its supplies up.ni the granaries of the
Northwest we have compiled from our ex
changes and give the prices of corn in the princi
pal markets. These prices will doubtless be
lower as the sea on advances for the crop nnw
growing and nearly made in the grain Slates
will be the latge-t ever harvested, unless some
extraordinary accident should occur.
These quotation* are for corn in new sacks
ready for shipment, the first qu istion icing for
yellow and mixed, the second for white, without
sacks the price is from IS to IS cents lets.

Sunday evenings they are in hatat of collecting
at the c«*rner>» of the streets in crowds of from
S2O to $30,000. counting the value of such crowds
at old prices, and linking the Sabbath hideous
with their sports and fights. It ia rather a hax

tbe town council has no authority in the matter
perhaps they could be made amenable to the au

caused by adolescent Ethiopia amounts to very
1 respectable riot.
