hut I think it time now to give a narrative
ol facta, speaking only of wha* I know
and have proof.
In March, 1 H7u. Mi. Turpin, then AI
drniien,and acting us agent for the *aleol
the Armory property, engaged me in New
l ink to make an effort to organize a com
pany to establish a factory. I learned,
from him that all effort* had hitherto fail
ed, ami it being understood between n*
that what factory capitalists had declined
to il<x might he done by speculative par
lies, and knowing that it was fully iu the
power of the city to protect its ownership
tiy giviug bonds for title, or securing re
version in cusc of failure, 1 went to work
and employed .1. T Snead as broker or
subagent, to And parties who wore willing
to undertake the enterprise
These were soon found, ami a company
organized. In May, IH7h, Snead came
from New Vmk with a power of attorney
to receive the transfer ol the property ,
paid over (lie stock demanded hy the city,
utul received a deed, drawn up by Judge
K. A. Nishet, which contained a covenant
to the riled thut if tlio puttie* failed in a
reasonable time in establishing a factory,
the property wa* to ravert to the city.
The matter hero rested till Snead came
down from Atlanta in October following,
and assuming atill to he the agent .of the
company, employed hand* ami purcliu-i and
material, until the debt amounted to over
♦•1,0110. This he diew for, and failing to
get, went off to New Voik, leaving me
ignorant Of any clinically. The pay day
of the hand* having arrived, mid there be
ing no money and no intelligence from
New York, and believing that the com
pany had repudiated the ucts of their ow n
agent, 1 w rote un ungry and indignant let
ter to the Ficsident. Subsequently, w hile
agent in charge, I saw a letter from
the President to Huead, iu widt h lie ac
cused him of not only having acted with
out authority, Imt in disobedience of direct
aud repeated commands, and that his
draft would soon go to protest. I then saw
1 hud been hasty iu cliurgiug the Fn i
dent with having repudiated engagement -,
which in fact lie hud forbidden.
In tlio mean time the workmen being
übout to übandon the work and scatter,
came to me and I advised them to secure
themselves by foreclosing their lien*.
This wus done, and the noise of it brought
the Mayor, several Aldermen, and the city
Attorney, to mu for information ; I gave
them all i hod, to wit that I knew noth
ing , that there wua no money ami that 1
heard a rumor Hint the present owners
wanted to transfer their lights, and obliga
tions to other parlies. Six days thereaf
ter and before timo had been given to
learn what action the company would
take upon the foreclosure of these laborers
liens, the Mayor filed u lull of injunction,
ami a hill to cancel the deed. When Mr.
Cummings the President heard through
me of tlm foreclosure of the liens, and tlio
action of the city thereon, he came imme
diately to Macon , paid up all tlio liens
und several other debts ; ottered to pay all
Incurred her* by Snead, und to go on with
the woik according to tlio letter of tlio
covenant, if the city would withdraw the
suits This thu Mayor peremptorily re
fused to do siul demuuded new conditions,
to wit n first mortgage This the com
pnny,as it would hamper their credit,
declined, and they also properly declined
to go on w ith the w ork under the restraint,
ami danger, of the law suit.

explain. The buildings were to be com
pleted. and the eugme placed at as small a
cash outlay ns possible, say ♦50,000. These
negotiations, which were always in pro
gress, were to he completed with ono ol
those enormous Northern manufacturing
establishments, to supply the machinery,
aud to whom Hie bonds of the company
were to he issued, suppoi ted by s lieu upon
the whole. For severs! years the savings
would have cancelled the bonds, and the |
; company would have pocketed the stock. ;
This was a perfectly feasible and legiti
mate project requiring only enterprise aud
a small auioust of cash capital to start I
with. Thus we could have had the facto
ry with a large increase of population, aud
I Tcutuic in conclusion to assert that if
left to a vote of the people, they would
give the properly away to secure the fsc
lory. Why should not Macon foster e*. i
lerprises in this way like northern cities? i
