U. S. Will Not Wait for Brit
ish Panama Canal Bill -
Protest
Washington, July 11.—Secre
tary of State Knox today in{orm
ed Great Britain, througd Alfred
Mitchell Innes, counsellor of the
British embassy, that the United
States must decline to defer action
on the Panama canal bill, now
pending in the senate, until the}
receipt of the formal British pro
tesc against the passage of the bill,
(Gacat Britain, in her objection
to the measure, claimed the pre
ferential treatment given to
American coastwise ships over
foreign ships is a violation of the
Hay-Paunceforte treaty insuring
the free and equal use of the canal
to the vessels of commerce and of
war of all the world. The state
department will decline to discuss
the protest, either formally or in
formally, until the senate acts on
the bill. l

From the report of the Inspector
General, National Guards of Georgia,
published last month, we take the
following, which is quite a tribute
to Lieutenant Will S. Haile:
“Company C, Fitzgerald; First
Lieut. W. S. Haile, Commanding.
“While the average efficiency of
this company is but 70.80 per cent.,
about 10.00 per cent below state
average, there was a gain during
the past year of 9.08 per cent., which
is excellent. This was by far the
best inspection passed by this com
pany to the present time, and is be

Haile for the marked improvement
in all directions since he took com
mand.
Mr. W. 0. Reeves and son, of Fort
Payne, Ala., have purchased a home
and will locate here. They will in

“Hobo” Convention
Meets in New York
New York, July B.—The conven
tion of the “hoboes,” or as it is call
ed in the literature of the organiza
tion, the Brotherhood Welfare Asso
ciation, opened in the East Side
hall here tonight, It will continue
two days, its expense being guaran
teed by James Eads How of St.
Louis, its fou Ider.
Mr. How, in a speech, said the
hoboes were organized in the middle
west, “but in New York they are a
joke.” He declared New York was
the slum of hobodom. “We have
come here to meet in convention.
We want a headquarters here where
the hobo can go for a ‘flop’ or a
‘hand out,’ but our primary demand
is for employment.”
During tonight's meeting a reso
lution was introduced commending
Theodore Roosevelt for starting a
new party, with the cure of the high
cost of living as its mission, but it
was voted down. ;
