Political Boss Rule to Cease
Senate Passes County Unit
Law.
Atlanta, July 11.—Members of the
state executive committe, who have
used that committee’s primary pre
rogatives to play partisan politics
when the occasion seemed propi
tious, awoke today to find the Geor
gia legislature purposing to make
the county unit system part of the
general primary law.
The bill proposing the change was
passed by the senate late yesterday
without comment, while 35 weary
senators sat in their chairs and
thought they were voting for a local
bill.
~ Senate bill No. 31, sponsored by J.
K. Felker, is the instrument, which,
if passed the house, will take from
the executive committee the right
to prescribe the plan upon which
Georgia primaaries will be run. Sen-
Felker's bill is an amendment in the
form of -a new section to the general
}primary law of 1907 making the
unit system and only the county
iunit system the rule under which a
Georgia primary, state or national,
|shall be conducted.
The bill was introduced in the leg
islature on July 11, 1911, but failed
‘to reach passage before the summer
| session adjourned. It attracted little
attention because the county unit
isystem was established. It was the
common belief then that Hoke
Smith's unlucky experiment with
the popular plurality primary in
1908 had written finis to that plan
lin Georgia.
While Felker's bill was reposing
as_unfinished senate business, the
state executive committee in form
ulating the plans for a presidential
preference primary this year hit
upon the popular plurality plan as
the one most favorable to the can
didate the majority of the commit
tee] supported—Woodrow Wilson.

of August 21, using the argument
that it was bound by the action of
the state convention of 1910.
The Felker bill was read in the
house for the first time today and
its passage virtually is assured. The
bill provides for the plurality vote
in case of tie under the county unit
system.
