The change of paying corporation taxes from December to Sep
tember, as provided for in the amendment to the Constitution to be
voted on next Wednesday, will relieve to some extent the need of
borrowing by the State for current expenses, including the pay
ment of teachers.

Bleckley county, with Cochran as the county seat, appears to
us a good proposition. Our people should vote for the amendmert
creating Bleckley county, if for no other reason than that the peo
ple around Cochran gave the Ben Hill county amendment their
unanimous support. Let’s do the same for them.
~ State Election Next Wednesday
vis the duty of all good citizens to vote at this election, The
Constitution of Geoirgia provides that all amendments to the constitu
tion must be sutmitted to the voters at a gencral election for ratifica
tion. The much talked of “Referendum” is thus in practice in Geor
gia since the adoption of the Constitution in 77. These amendments
are important and demand your attention, Study them and vote fol
them, they are all good.,

Big Labor Gathering In Atlanta.
Invitations have been sent out to all labor unions in the South
to meet in Atlanta December 9, 10 and 11, at which time the heads
of all National orzanizations wiil be present to thoroughly organize
the labor movement. The invitation was extended to all railroad
organizations as well as all other bodies of organized labor. -The
outcome of this meeting is watched with great interest by the pub
lic as well as members of Unions, as the South has always been
difficult to organize in the trades’ movement, owing to the ever
presence of the race problem. Two housand local Unions and two
hundred central bodies will send del cations to this meeting, and
it is expected to be the most far-rea ..ing movement for labor that
has ever been taken in the Southern s:ates.
Our County Executive Committee 1910-12
The personnel of the late executive committee of the county was
of the highest. The men constituting the committee, in all their acts,
appeared to be prompted by the best of motives for the party organ
ization as well as the atfairs of the county. Public policy, where the
interests of the whole people are involved, as it is in all matters com
ing before that committee at times demands discretion more so than
equity. On the one hand are the interests of the individual citizen,
pitted against him are the collective interests of the whole people. If!
in the discretion of the executive committee it becomes apparent that
the individual interest places in jeopardy the interrest of the communi~‘
tv, we believe it their duty to so harmonize matters so that Party
harmony and the public welfare may be conserved, No one acquainted
with the Gentlemen of the Committee doubts their good intentions
and the high motif that prompted them in all their official acts.
The Incentive for Tax-Dodging
An investigation by the Department of Commerce and Labor
shows that the actual rate of taxation varies comparatively little from
state to state. The nominal rate, of course, varies widely; but a high
taxrate is almost invariably accompanied by a low assessed valuation,
and a low taxrate by a high valuation. Thus a thousand dollars’
worth of realty may be assessed at a thousand dollars in one state,
where the taxrate is one and a half per cent, and at five hundred dol
lars in another state, where the rate is three per cent. In both cases
it pays the same tax; and the extraordinary thing is that a yast num
ber of taxpayeds are happier under the second condition than under
the first, though, obviously, to cut the valuation in half and to double
the taxrate makes their locality look as though 1t were half as rich
and twice as extravagant as it really is. The everlasting pressure
upon assessors to cut down valuations furnishes one of the reasons
why the direct property tax falls short of complete success. Assess
ments at actual value are the exception. As the assessed value de
creases relatively to the real value, the taxrate goes up automatically:
and the higher it goes the grater the incentive for tax-dodging. When
everybody’s property is assessed below the legal rule everybody is in
a futile conspiracy to defeat the revenue laws, Lowvaluation assessors
ought to be unpopular with taxpayers; but they are not.

membership, and for many rea
sons I greatly regret leaving so
soon. For any of the members
who have shown any lovalty to
me or co-operation with me in
the Master’s cause, I am truly
grately for such,and my thoughts
of them in coming years of life
will always be refreshing in my
weary hours. lam also grateful
for the several letters I have re
ceived, some anonymous, eXpress
ing appreciation me; and in these
inclosures enclosing a cash re
membrance from those not mem
bers. - God bless them.
, I like Fitzgerald very much as
a city; it is enterprising, and
‘many of its people are clever. 1
shall miss the co-mingling
wit the brethren of the different
lodges of which I am a member-.
Only a few criticisms have I to
offer, concerning Fitzgerald. In
general its people do not attend
church as they should, nor pray
er-meeting; there should be a
Carnegie Library as Cordele and
other towns for the literary de
velopment of its citizens anc vis
itors: there should be a handsome
Postoffice building in the near
future;thereshould be a weil-kept
park in the center of city as a
credit to its thrift; and a child
ren’s play-ground also. All these
no doubt will come in time.
I hope my name will be held in
pleasant memory by all whose
privilege it has been mine to
know; when my foot-fall is heard
no more on your front porch, nor
voice among its people. May peace
and prosperity and long life of
usefulness be yours, both tem
porally and spiritually. my plans
are not fully developed as yet to
make them known. |

simply inquiring of the various
members of the next legislature
when they happen to be in Atlan
ta, seems to indicate that Repre
sentative Burwell of Hancock has
the inside track in the race for
speakership of the house, Indead
it begins to look doubtfal if there
is going to be much of a race, ac
cording to Mr. Burwell’s friends,
Mr. Burwell, who has served with
note both in the house and senate,
1s recognized by zll factions as one
of the leading speakers and parlia
mentarians of the assembly.
