New York, February 20.—The l nited StatiS
steam frigate Niagara was at Aden (the depot of
the British East India Steamship Company,) on the
14th of January. Mr. Ward, the American Minis*
ter, Col. Riply and Surgeon Woodworth sailed
thence on the 19th, in the English steamer Orissa,
and the Niagara departed homeward via Cape Hope.

Little Rock, Feb. 23.—The election in tics
State has resulted in a majority in favor of a State
convention. There have also been elected thirty
secessionists, twenty-five conditional secessionists,
and from fifteen to twenty union delegates.

St. Louis, Feb. 19. —Missonii haa gone over
whelmingly for the Union ; there will not be ten
secessionists in the convention. This news creat
ed great excitement at Washington, the secession
iste construiug it to mean that Missouri will not
leave the Union under any circumstances.

Mostoomery, Feb. 22.—Congress passed to-day
by a uuanimous vote, an Act establishing fiee
navigation on the Mississippi River. The Act
gives general satisfaction.

Washington, Feb. 24.—1 t is understood that
Commissioners to the Peace Congress from sever
al Southern States, including North Carolina, \ ir
ginia, Maryland and Kentucky, have united on a
request to the Southern Congress to delay the at
tack upon Fort Sumter until after the inauguration
of Lincoln, and the nature of his policy is announc
ed.

On Sunday morning between lour and five
o'clock, the Court House in this city, says the Mil
ledgeville Recorder, was discovered to be on fire,
the flames having originated in the office of the
Clerk of the Superior Court, a circumstance which
shows it to have been the work of an incendiary,
as there was no fire used in the office the day pre
viously. The records and papers of the Ordinary’s
and Sheriff’s offices were saved, but those of the
Superior Court were all destroyed. The court was
to have commenced yesterday, and will, no doubt
be held in another building, as Judge Harris is
determined that no obstacles shall supercede the
administration of the laws.

in the country has, throughout its management,

than this journal. Notwithstanding the vicissi
tudes of politics and panics, it has pursued the
even tenor of its way, turning neither to the right
nor the left, and the consequence is, that it main
tains its popularity iu every section of the Union,
and this new evidence of its success we have al
ready noticed is its just reward.

THE Congress of the Confederate States of America
having, on the 13th day of February instant, enacted
the law hereunto annexed, it becomes necessary that this
Company should change the system hitherto pursued by
them in receiving and Jorwardmg goods consigned to their
care, as they are not prepared to transact the business at
Uie Custom House, and advance the duties, or give bond,
for the same, as will be required.
Therefore, Merchants, Consignees of goods, heretofore
consigning them to the care of Central Kail Road Agent,
are hereby notified that from and after the 10th day of
March next, their goods must be consigned to the caie of
some Commission Merchant in this city, whose outlay
(commissions and duties always excepted) will be advanced
uy this Company, an( charged to the goods as lormerly.
Bill of Lading, Invoice and accompanying instructions
should be mailed to the Commission Merchant employed to
forward the goods ; and it would be well for Merchants to
instruct their shippers so to do.

the following articles shall be exempt from duty, aud ad
mitted free into said States, to-wit: Bacon, Pork, Hams,
Lard, Beef, Kish of all kinds. Wheat, and Flour of ail other
Grains, Indian Corn and Meal, Barley and Barley Flour,
Rice and Rice Flour, Oats aud Oat Meal, Gunpowder and
all the materials of which it is made, Lead in all forms,
Arms of every description, and Munitions of War and
Military Accourtments, Percussion Caps, and living Ani
mals of all kinds; also, all Agriculluial Products in their
natural state.
Bsctiox 2. That all Goods, Wares snd Merchandize im
ported from any one of the late United States of America,
not being now a member of this Confederacy, into this
Confederacy, before the fourth day of March next, (which
may have been bona fide purchased heretofore,) or within
ten days after the passage of this Act, shall be exempt and
free from duty.
SmtioX 8. That the State of Texas be and is hereby ex
empted from the operation of the Tariff Laws heretofore
passed or adopted by this Congress.
