The Habile Revrnur,
The Secretary of ihj Treasury, in a report sub
mitted to the House of Representatives on Thur*-
,i iv last, says that it is believed that the duties on
‘imports continue to be collected in the ports of
,-ntrv established iti South Carolina, Georgia, Aia
nna, Louisiana, and Florida, and that vessels aie
entered aud cleared in the usual manner ; but, so
tar as the Department has been ad vised, the Col
lectors assume to perform their duties under the
authority of the States in which they reside, ard
hold and receive the duties subject to the same
authority. Only about half the officers of customs
in those States have resigned their com missions,
while others appear to-have entered on their du
ties to the governments of those Slates without
considering it necessary to perforin this official
ceremony —so greatly has the moral tone of indi
viduals been impaired by the examples of distoysl
tv to the Union.
The documents transmitted embrace the corres
pondence relative to the Customs in New Orleans,
the Mint, etc. In speaking of the general subject,
‘the Secretary says that throughout the whole
course of encroachment the Federal Government
has borne it with a spirit of paternal forbearance,
of which there is no example in history, of a Re
public wiiting in the patient hope that the empire
of reason would resume its sway over tho-e whom
the excitement of passion has thus blinded, and
trusting that the friends of good order, weaiied
w th submission to proceedings which they di>ap
prove, would, at no distant day, rally under the
banner of the Union, and exert themselves with
vigor and success against the prevailing reckless
ness and violence.

/she New Orleans Picayune does not despair of
a reconstruction of the Union, for the preservation
of which it earnestly and ably leaded until the de
termination of Louisiana to secede was unmistaka
bly evidenced. In a recent issue it indulges in
implied complaint of “ the exercise of the State
Conventions of a power which has resulted in the
assembling of a Congress at Montgomery, com
posed of citizens in whose election the pcopie bad
no direct voice, whose action is devoid of any
direct responsibility to the people, aud whose as
sumed power was unlimited when it assembled;
the imposition by the Congress upon the people
of the Confederacy of a President and Vice Presi
dent, in whose electiou the people had no direct
share, and the putting into operation of a Consti
tution without ita being subjected to the customa
ry ordeal of ratification or rejection at the ballot
box.”
And in its issue of the succeeding day, the 16th
nib, rebukes the 9uecrs aimed by the ultras at the
Waghington “ Peace Congress,” with the declara
tion that “we shall continue to hope for a re uniou
bo loug as even the shadow of a chance remains'.”

At a regular meeting of the Georgia Indepen
dent Kitfes, a volunteer company in this place the
following resolution was adopted :
Resolved, That the Georgia Independent Rides
cordially endorse and ratify the nomination of Col.
George K. Hunter, to fill the vacancy of Brigadier
General Ist Brigade Bth District, G. M. Knowing
him to be eminently qualified to discharge the du
ties of the office, and recommend him to the voters
ot the Brigade, and pledge him our hearty support.
The election on 27th March next.

The Rector of this Church having convened the
Warden* and Vestry, and informed them of the
death of the Rev. Skxcca G. Bka ;G,*the following
preamble and resolutions were unanimously *
adopted: j
Wherea, we have received intelligence of the j
death of our late Pastor and friend, the Rev.
San CCA Grakx BraUO, at Kingston, New York,
Monday, the 21st Last., in the 68ib year of his age,
which event, though not unexpected joines upon us
with no less of gloom aud sorrow; and whereas,
we gratefully remember Mr. Bragg, as the first
Pastor of this Church, who, for fifteen years, while
his health would allow, was the constant, faithful
and zealous Rector of this Parish, laboring at all
times, and by all means within bis power to fulfill
his Ministry, and plant and build up this Church.
The friend of the poor, the father of the orphan,
the comforter of the widow, one who taught no
less by his life and example, than by precept. —
And whereas, it is proper that some permanent
memorial should be preserved of the esteem en
tertained for him by this Church and people.
Therefore,
Resolved, Ist. That while we have heard, with
deep grief of the death of our friend and Pastor,
sad have a lively and thankful remembrance ot
hi long Christian life and example aiuoug us. We
sorrow not, as others which have no hope, for we
believe, that as Jesus died and rose again, even so
them also, which sleep in Jesus, wilt God bring
with him.
Resolved, 2nd. That if pure religion aud undefiled
before God and the Father, to visit the fatherless
and widow in t leir affliction, and to keep oueself
unspotted from the world; if the pure in heart
shall see God, then has our friend ceased from his
labors and entered upou that rest prepared for the
children of God —for such was bis life while on
earth.

Church a Tablet, commemorative of the life and
virtues of its founder, its Srst and under
God, its stay aud support through its early years
of infancy and weakness, aau always its zealous
co-worker and counsellor.

ten days after the passage of this Act, shall be exempt and
free from duty.

empted from the operation of the Tariff Laws heretofore
passed or adopted by this Congress.
