case, I have sent you a copy of the decision
of the court, which will be found marked
No. 5.
Under the authority of the law pafTed at 1
the laid annual feiTion of the legislature pro
viding for the arming of the militia, I dil
patchcd William Robertson efq. with a let
ter to our Senators in Congrtls constituting j
them agents on the part of the state to con- j
trac’d for the arms, &c. mentioned in the j
aforefaid law, and directed him to await !
their infdrutftions and to be ready at al! i
times to execute any order* which he might :
receive from them in relation tothat business :
ft upon their closing the contract with the j
United States, they sent Mr. Robertson to j
the arsenal of Philadelphia, where 4000 I
ftsnd of arms and 4000 catouch boxes were j
to be received, and by his great induldrv, ,
perieverance and attention to the biUinnfs
he arrived at Savannah with them clear of
mfurance, about the aoth of May Lift—l still
kept him in fervicc in getting them (hipped
, r ron that place to Augusta, and in attending
to the waggoning them from thence to the
arlenal, in I.ouifvdlc, where they are now
fafely deposited, except 150 which I have
had brought to this place, One thousand
stand yet remain to be received, which will
be delivered on application to the United
States’ agent at the magazine the city of

must fay he deserves great credit I c} his ex

ons which 1 gave him, the witlies of myfclf
and tbe wifhrt and intentions of the legis
lature in this regard, and must Fecommeud
to you to make him a liberal compensation
for his services, as I have made him no ad
vances except a fufliciency to defray expen

find marked No. 6.
The warrants drawn on the Treasurer
during the political year 1808, amount in
•he aggregate, as you will perccix'e by tfee
flatement herewith presented and marked
No 7, to the fnm sixty-two thousand eight
hundred and twenty-nine dollars thirty five
and three quarter cents —Out of the fifteen
thoufaDd dollars appropriated to me as a
contingent fund, I have drawn the sum of
11 thousand tour hundred and twenty-fix
dollars fifty-three and one quarter cents.—

with concurred and approved resolutions
of the last annual and extra lefliuns of tbe
legislature, and the cxptnccs attending the
bringing of the armsfrom Philadelphia have
contributed very considerably iu making
this amount.
I have lately received a map of the ]
of Virginia, Which was sent as a present bv
the legillature of that state to the legislature
of Georgia, and is new in the executive of
fice, to be disposed of as you may direct.
A lift of executive appointments made Un
der the 9th section of the 2d article of the
constitution and fubjecß to legifiative inter
ference, you will find marked No. 8.

have been made acquainted with the can- ■
didates for those important officers, and I
entertain not a doubt, taking into view the
talents, integrity and pure republican prin
ciples of Mr. Madifon,and the Uniform and
eftimabte character of Clinton but, that your
choice of electors will be filth as to ensure
them from this state an unauimditt vote.
