Impeachment against Echols. Sims
and Flournoy, Commissioners of
Fractional Surveys—and from a
hasty perusal wo find that. tne
| brunt of testimony goes against
) Echols,, who professed to have so
great a regard for Simms as to give
him a present of g2OOO— n* doubt
for his sanction to Echols’ con-'
duct. —Scarce any thing is adduced
against Flournoy, who appers not
to have participated in the spoil.

EMBARGO.
This being the day fixed for the
discussion of the following resolu
tion offered by Mr. Hillhousc.
Resolved, That it is expedient
that the act, entitled, “ An act
iaying an embargo op. all ships and
vessels in the ports and harbors ol
the U. S.” and the several acts
>upplementary thereto, be repealed
and that a committee be appointed
to prepare and report a bill for
that purpose.
Mr. Hillhouse opened the de
bate. When the reporter entered
the Senate chamber, Mr. Hill
house had been speaking for a few
minutes, and was then discussing
the effect whioh the embargo had
upon France, and thc light in
which it was viewed by her rulers'
He alluded to the declarlou of sat
isfaction at this measure, contain
ed in a late French expose, and
made many observations tending to
shew that it was.got a pleasure of
hostility or coercion, as applied” to
France,
On England it had little or no ef
fect. Mr’ H* continued a very
lengthy speech, which we have
not room to insert.
Mr. Pope spoke against the Rc-

sideration of Hillhouse’s resolution.
Mr. Pope spoke against it for an
hour and three quarters.
Mr. White followed in a speech
of three quarters of an hour ; and
