M Y recent rclioqui?bm nl of a participation in tint
editorial labors of an old and well established jour
nal, would seem to require but few preliminary rent irks,
in the proposed undertaking, were it not, that tliey are
usually demanded by public expectation, and sanctioned
by custom. As there is nu good i^son why this “times-
iionored observance” sbouhi be disregarded in the present
instance, I shall submit an epitome of aiy principles, and
the course which shall be observed in conducting a new
journal. The object of the propoeed publication Leirg
purely what its title implies, supercedes tbe necessity of
that political commentary, which the doctrines of the day
have usually demanded; yet, as my former professions
are held with unabated attachment, and there being no
neutral ground, in the conflicting and varied sentiments,
which daily arise, as to both men and tre asures—it fol
lows, that I should not only make an exposition ol my po
litical tenets, but also, that they should be boldiy set to: th.
and fearlessly defended. 1 have ever indulged an a dent
devotion to Republicanism, as the term was understood
by its advoc .ics in ’98—a sacred regard to th fet
ter and spirit of the Constitution, and a determined and
fixed hostility to every thing like constructive or implied
powers—an extension of«qu*|justice to all parties—that
al! power is inherent in and uerivcu from ibe people, as
the original source and ultimate tribunal—the in& prntfc
ence and distinct sovereignty of the Slates, and their con
federacy as a Union, under a government limiter: and ac
tually defined in its powers. These arc tbr prominent
articles of raj political faith, and believing in their correct
ness, sh ill abide by them in every trial.
Among the many topics of deep inlr real that agitate the
people ol'aJI classes, is the exercise of untvurrantabfe go
vernmental influence on the industry and resources of the
country, and Uie uncor.alilutrtnui expenditure ofti»epu!>-
lic treasure to objects of Internal Improvement—meas
ures too frequently destitute of general benefit, and often
times marked by a spirit of partialitv, selfi-hness and in
justice. It would be criminal for one “seated on the
watch-tower,” and in the exercise of tlie dnti>■» which
belong to the Pi tas, lo observe, with callow* indiff renec,
the causes which have produced, and the effects winch
have resulted from 'he lulitudraury construction oi the
C.institution. The dangerous consequences what, may
ensue, are already indicated, by the excited feelings of tho
country. I am deeply impressed that wrong has been
done, and evi« tolerated—j».t, with a spirit of forbearance,
it would be better for the oppressed to bc;;r their evils
whilst they are tolerable, than “fly to those they know
not of.”
The present is an era in the history of our government*
distinguished for improvement. The lover of Lis ceurn-
try beholds it on its ‘'return march” to its original purity
and principles. Already has the distinguished head oT
the government, said—“The successful operation of the
federal system can only be preserved by confining it to 1ha-
few and simple, hu! vet important object.- for v rich it wna
designed. This is a guarantee, that the purpose of the
present Executive of.the Union and his supporters, is a-n
effort to restore the Constitution to Its original healthy
and unimpaired condition. I nm happy to accord with

directed course which is pursued by them.
The time was, when io dissent from the measures of
any of the prominent parties ol our state, by an attach
ment to any cl* the others, or to their then distinguished
>rgans, in „’:cd u hostility and acrimony which frequent
ly haJ no bounds, and rendered “*» isdosn, Jutlice and
Moderationan empty ;:n absurd profession. The tiiriwi
and circumstances have now become more congenial to
belter f. clings; the perplexing difficulties whieb hare sur
rounded us—those emanating auiuad, and fos'.eied at
home, have subsided, «i?h the acknowledgement of our
rights, the successful accomplishment of nearly all tho
ends which we have contended for. I can review my
past course in relation fo state affairs, wish cheering ap
probation; my future efforts will be intimately connect?d
with th« past; audit is hoped, without qffencc to an ad
verse pariy. The writer docs not l>< litre in trie infalli
bility of man, nor in their perfection as a party; it will
therefore be my endeavor to support worthy men, ar.i
approve such orthodox measures as may emanate from
genuine patriotism end unadulterated Republicim-fen.—
