We recommend to Justices of the Peace, throughout the
nn area of six acres, and surrounded by
a street one hundred and twenty feet
wide. Preparations are still making to
put up the requisite number of buildings,
sufficient to accommodate a large number
of pupils, and to carry the‘school into
speedy and successful operation.
The establishment of this institution
was conceived less than twelve months
ago, and a permanent endowment of
twenty-five thousand dollars given by Mr.
James A. Lverett, and fifteen thousand
raised by subscription from the citizens of
the county-—making Forty Thousand Dol
lars.
Arrangements are now making to raise
by subscription fifteen thousand dollars,
in addition to what has been already sub-
setibed, and which will, no doubt, be
promptly responded to.
This will enable the trustees to found
an institution upon such a basis as will
give to the poor an opportunity, at little
expense, to obtain a liberal education.
At a late meeting of the Board, a superin-
icadaal and teacher were elected, of
whose qualifications it is not necessary at
this time to speak. The school will go
into operation on the first Monday in' Ja
nuary next. The number of pupils to be
received will be limited, at present, to
sixty; thirty-two of whom will board at
the Steward’s Hall, and twenty-eight in
private families.
The discipline of the school will be of
such a character as will tend to promote
not only science, but morality and reli
gion. The rate of board is fixed at eight
dollars per month, and tuition at tweruy-
five dollars per annum. No pupil will be
received under twelve yearsof age. Each
pupil will be required to labor a certain
portion of each day, fur which he will lie
paid.
At the close of (he term or year, what
ever may be due the pupil for labor, will
be deducted from the charges made a-
gainst him for board and tuition.
Ihe Committee, in conclusion, deem it
almost unnecessary to sit}” any thing in re
ference to the ad vantages to be derived
from schools established upon the princi
ples of connecting manual labor with men
tal culture. The age, upon this subject,
is not involved in darkness. The experi
ment has been made with success, not
only in Europe, and the northern part of
our own country, but in the South. In
the State of Georgia, loo, manual labor
schools do flourish, and promise to be a
blessing to the community. The Com
mittee confidently believe, that the friends
ot industry, science, morality and reli
gion, will give to the Wesley Manual La-
uor School that support which its location
and promise of usefulness may deserve.

June Term, 1838. \
Present, his Honor JOHN G POLIilLL
T HE GUAM) J l 7 IIV, chosen and sworn for said
County, inclosing iheir labors for the present Term,
laakeihe following Presentments ;
We notice with great pleasure th® spirit for internal im
provements by w Inch some sections of o ir Stale are char
acterized. A spirit which combines both public ami pri
vate imerest, and by the cherishing of which only can
our own Stale be made to assume that station among**! her
^confederates to which she is entitled, by her physical ad
vantages and staple. It pinna us, however to notice ihe
apathy and inaction of our own County, when the works in
Iproaroie, altovo and be t»w our boundaries, are destined,
without come countervailing movement, t« diminish the
value of our lands, and reduce the metropolis of tta State
'to the condition of a deserted village. Why is it that an
tfforl has not been made to avoid that which is avoidable,
:if our fellow countrymen should so w ill it? We address
ourselves to their fiafrtoti.«m, to their interest. We call upon
•11 and every man, in every condition in life, of aU pirues,
ito arouse themselves lo improve the present moment, to
come forward and invest a portion oft heir in ans for the con
struction of some of those Rail Road projects, charters for
which have been obtained from the Legislature. Let our
petiplo say, we will carry a brunch to lie- main trunk ; that
we will connect with the Central Rail Road; or, if it should
be more to our interest, with the Georgia Rail Road. Let
it be our fixed determination, and the means for the accom
plishment of either enterprize are w ithiu our control. We
cerdiallv urge upon our fellow-citizens, that they change
the policy they have hitherto pursued in :lic investments
of ihs proceeds of their crops, instead of buying more lands,
more negroes, or subscribing for more bank slock, let them
make investments in Rail Road, Canal and Manufacturing
•locks. The result of such a change, will alike benefit
themselves and the State. We earnestly recoinmeud that
those of our fellow-citizens, who are alive to the impor
tance of this subject, will not suffer it to slumber, lint that
they continue to agitate it, until every man in the county
has learned to estimate the value of such works, and lo per-
ceive the absolute necessity of early action and persevering
*••1, until the completion of whatever may be undertaken.
W§ have too long been cursed by. the strifes of party, and
harratsed by the wants and clamors of office seekers, it is
lime that higher interests should be regarded; the only con
test now should be, who will go farthest in advancing our
•wn local interest, and thereby advance the interest of the
Coimiy, i° In- more punriur! m nwkinc ihrir unarmoftlie
child roll entitled to the benefit of said fund, and that it may
be applied accordingly. 3
The committee appointed to examine ihe hook* nf the
Uerksof theSuperior, Inferior, and Conns of Ordinary,
report that they have examined the same, and have found
them Kept ina neat and correct manner.
The period has arrived, when the evil* under which we
labor.by (lie course or nor Banks, in withholding specie
payments, without any good cause for so doing, should no
longer he submitted to in silence. It is the dntv of every
man, t<i raise his voice in condemnation of such a course.
Already, twelve months have elapsed since th*- Banks closed
their vaults; iImir condition, according fu ttair reports, is
such as lo justify an immediate resumption of specie pay-
ments i hen, why delay ?—do they seek to u.e liner funds in
n foreign market, for their own henefii. without any regard
to public convenience ? ft is believed, the high rate of ex
change and i he scarcity of money among us, are the conse
quences of: his continued sns|iensiiin. We cannot subscribe
to thill justice, that permits the Banks to disregard their own
obligations, while ihey rigidly enforeethe obligations of
their debtors, especially, ns, by their policy, they have pla
ced it out of the power of their debtors to comply with
their engagements. We.therefhre, recumraend to cur Banks
to resume specie payments witlmut delay.
We recommend lunar memliers in ihe next Legislature. „
prudent camion in adding to or extending the privileges of
chartered Banks, now in existence, and express it as our de
cided opinion that such privileges, used as they must be for
the sole purpose of advancing the private interests of the
corporators, and necessarily injuring to a greater or less
extern the welfare of the people.
In taking leave of our country man and fellow citizen his
Honor Judge Polhill. we do it with feelings of increased
confidence and regard; and to the Solicitor General we pre-
sent our respects

in or near Washington, in Wilkes county, some lirao after
wards, and in eotiversniion, staled to Mr. Douglass that I
hail abused all the Slate Rights men in Georgia, t ailing nil
of ihcm rogu s and liars, lor which I have Mr. Douglass’

in Bryan county, loget Mr John B Alexander's certificate
as to what conversation took place, I there learnt from Mr
Alexander and others, that the man,or monster, Macon, had
been haying names to draw money frum liiet entral Bank,
Georgia. I learnt from respectable and unquestionable
sources, lhat lie hail told many false tales there, qs well as
to Mr. Douglass, respecting myself. Therefore, 1 thought
him nothing tpqre than what might he called a striker, or

of the Acts of the Apostles, and see what Ivcnineof Ana

show any record of any such eharge against me; and if I
had not good reasons to believe the Mini .Ma on lo he ten or
