Notice is hereby given, that in con
formity with the provisions of the act
supplementary to the a ft, (milled “ An
ait making provision for the redemp
tion of the whole of the public debt of
the United States,” books will be open

teenth day of March, 1808, mclufive
ly, the fourteen last days of each quar
ter excepted, for the purpofc of re
ceiving fubfcripucr.s for iuch parts of

cent, and three per cent, stock, as may.
on the day of fubfeription, Hand on
the books of the laid commissioner of.

T hose proprietors of the old fix per
cent, and deferred (locks, who may
fubferibe, will receive in lieu thereof
anew fix per cent. Hock, equal to the
unredeemed amount of the stock sur
rendered, redeemable at the pleasure of
die United States, under a proviso,
however, tha tno reimbut fement shall
be made except for the whole amount
of any’ such new certificate of stock,
nor till after fix months previous no
tice : and the proprietors of the three
per cent, stock who may fubferibe,
will receive in lieu thereof, a fix per
cent, stock, equal to fixty-five per
cent, of the amount of three per cent,
surrendered, redeemable in the fame
manner as the new fix per cent, above
mentioned but not reimbursable, how
ever, without the assent of the holders,
until after the whole of the new fix
percent, (given in exchange for old
fix or deferred as above mentioned) as
well as the whole of the eight per cent,
stock of the United States, shall have
been reimbursed. It is also provided,
that in every reimbursement which
may take place, a preference will be
given to those creditors who may no
tify their wish to be reimbursed; and
that if the applications to that effeft
shall at any time either exceed or fall
fljort of the sum then applicable to
that purpose, the priority of payment
shall, so far as may be necefl’ary, be
by lot.
The present flock-holders who re
side in any part of Europe, and may
a (rent to that modification, may, at
their option, receive the intcreft ac
cruing on the new stock, either in the
United States as heretofore, or in Lon
don or Amsterdam, at par; in which
last case, the interest will be paid there
by the bankers of the United States,
fix months subsequent to the dsiy on
which the fame would be payable in
the United States and fubjedt to no
Variation; nor to any other dedutftion
than a commissioner to the bankers,
ol one half per cent, on the interest
thus paid.

becoming spirit on tl is occasion, then in
deed have the execrable agents of Napoleon
but too fatally succeeded, in scattering the
fire brands of diffention and luring us into
their fell snares. It would seem that the
Aurora forefaw, or rather was foretold of
these present alarming measures of the
Emperor of France againfl this country;
a puto keep down our spirit, and lay pros,
trate, our energies, he has for fotre time
pafl bCen sedulously and wickedly employ
ed in making the farmers feel hoflifny to
their brethren of the cities ; (hiving to
persuade them that their inter?lts were 1 dis
