vinces declared themselves independent
cf the Government of Constantinople,
His Majesty, since Divine Providence
placed him on the throne, has whether in
the wars in which he has been powerfully
engaged, or in his alliances, or in his con
duct during pence, but one constant and
tmiluim wish—the good of his people,
And the establishment of order in Europe.
When the ambition ol a soldier raised t»Y
Violence to the rank of sovereign, compro
mised the highest and most sacred rights';
the most noble and conservative doctrines
and with them the interests of the very
people on whom his yoke pressed, his Via-
jesiy united heart and effort, with his Al
lies, had the happiness to co-operate by
the rapid and energetic developement of
his lurce, to that pacification which (since
troubled momentarily and by accidentj
is become the basis of the state of Eu
gope. When more lately and recently
dtsastious doctrines, jtuken up by cor
rupted ur credulous people in a small
Humber—caused to rise a small portion
of the peninsula of Italy—his Majesty
faithlul to bis principles, combined with
his illustrious Aliy, the Emperor of Aus
' tria, the necessary measures lo restore
to the Sovereign of the Two Sicilies his
heiedi'arv rights—as he hod before the
respect and love of his people.
“ It was with this view that the com-
plaiots of the Greek subjects ol this Otto
man Court were listened to, and those
ncgociatiuns entered into in order to ame
liorate their condition, and restore har
mony and quiet in those countries. His
Majesty could not be less touched with
the sufferings of the Greeks, than with
those of the people of ihe West. The
legation of his Majesty at the Porte, in
Concert with all the other Cabinets gave
proof of hating no share, direct or indirect
Jn the first trouble* of the Greeks, al
though his Majesty’s personal character
tendered such superfluous, liis Majesty
then demanded, in accordance with rea
ton, humanity and religion, that the Greek
Churches should be. rebuilt—that the
Greek worship should not be molested,
and that Wallachia and Moldavia should
be evacuated. The cuustant system of
the Porte was to protract and gain time
.either to tire out the European Powers or
(to prepare lor war. Ilis Majesty wss, in
consequence, obliged to withdraw his
Ambassador from Constantinople- His
Majesty is indebted only to the perseve
rance of the high Allies in negneiating
for the communication of the answers of
the Ottoman Porte, to (lie definitive notes
tlf the Baron Slrogonofl'.—These answers
a month and a half from each other, the
lime in substance, refuse obstinately the
justdema ilsof liis Majesty and his Al
lies. Toe I’orte guarantees uolhing about
the rebuilding of the. churches, an essen
tial point, the refusal of which alone
Would render all arrangementa impossi
ble. The evacuation of the principalities
a secondary object, but a necessary and
just consequence of treaties, was either
aelused or ucceded to with modifications,
Vrhich rendered the assent illusory, ur
postponed to an eventful epoch, subject
go chances which might put it off indefi
Ditely. On the uther hand, the Porte, in
declining the just demands of his Majesty
and his Allies, has set up a claim which
the law of nations and the heart of his
Majesty alike disavow. The giving up
of the lu^itives which is contrary to every
lentiment of honour and humanity, and
indifferent to the interests of Greece, has
been formally refused, as it should be.

tiation between his Majesty and the Otto
man Porte. Europe will declare on which
side are right, moderation and forbear
ance. Europe will compare the strict
neutrality of the European Court! during

French Finance.—E omin official state
ment id the rrsulta of the French Budget
of 1822, it appears that the surplus of the
receipts aver the expenses is 18,983,008;
francs. The amount of the national debt,,
consisting of five per cent, consols, on ■
die first of January, 1828, and including'
3,701,000 of rentes to be subscribed in the
course of the present year, is 180,364,000
francs. The sum appropriated to the Sink,
ing Fund is 40,000,000 of franca a year.
The fund besides possessed, on the firatof
January last, "3,0-17,000 francs of rentes,
which makes tlieanm to be employed this
vear, in purchasing fivo per cent, consols,
63,047,000 francs, independently of the
woods consigned to this fund and the ar
rears of rentes redeemed Bince the first of
January, 1822 Thu entire amount re-
deemed in rentes up to the first of April,
in the present year, is 24,358,000 francs.
This statement also exhibits u comparison
of the Budgets for the years from 1817to
1822. In the year 1817, there existed a
Deficit of 349,000,000 francs, for which,
30,000,000 francs of rentes were created.
In 1818 thcdcficit was222,500,000francs,
and ihe creation of rentes 16,006,000.—
After this year, France having shaken off
the burden of Ihe foreign armies, began to
exhibit a balance on the favorable side of
account. The surplus of the receipt
above the expenditure in 1819, was
4,468,000 francs; and the Legislature,
confiding in the increase of this surplus
ventured immediately to reduce taxes
lo the amount of 15,000,000 franca. In
1820, the surplus was 25,000,000 francs.
In 1821, the surplus was 20,000,000 francs,
followed hy a further reduction uf taxes
to the amount of 18,600,000 francs. For
1E22, the excess nf revenue over expendi
ture is estimated at 13,982,000 francs, and
34,000,000 franca have been remitted in
taxes.

miah Luther, a native of Massachusetts.

COTTONS.-*The business of the past week
has been so limited, as scarcely to determine
prices. In Sea Islands we have not hrurd of a
single transaction, nor have there been any sales
of (lice except by retuil. The (little which has
been done in Uplands has been done at rates
corresponding with the previous prices ; we
therefore continue our quotations—Sea Islands
nominal; Uplands It cents for fair samples.
HICK $2 75 a 2 87$.
CORN —Several arrivals of this article have
furnished a supply afloat for present demand ;
and although the retuil price to day is 90 cents,
a cargo has in one instance been sold as low as
85, and as further arrivals may be daily expect
ed, and the season is so far advanced, it is doubt,
ful whether these prices will be maintained.

Cotton,—'The import of the week was 2578
bales. The Rales or the week were large, ex.
ceeding 3000 bales, at a reduction from last
week's rates. In addition to the sales, some
consider .hie shipments were made by the hol
ders. The manufacturers were induced to come
into market at the reduced rates, and several
parcels of fine Uplands and Louisiana were tak
en forborne use. The principal sales of Ala
bama were at 10$ a 13$ cts ; of Upland at l#a
13$ cents. But few sales of Tennessee were
made during the week. We quote Louisiana,
16 a 17; Uplands 11$ a 15; Alabama 11$ a 15;
Tennessee 11 a 14; Seal9land25 a 27—nominal.
Rice — Is dull, and a sale of new has been made
at 3. New Rice 3 a 3 50; old 2 12 a 2 50.—

TO CAPITALISTS.
A VERY superior Steam Saw Mill has been
recently erected in the vicini'y of the
C\TT OF DABAE.V,
as the most eligible situation for a business of
the kind on the Atlantic shores of the United
States. Possessing all the advantages of an in
exhaustible aupply of the finest yellow pitch
Pine and Cypreaa Timber, built on a fine bluff,
with thirteen feet water close to it, and a natural
cove for the reception of logs.
The .present owners not having it in their
power to bestow that attention to it which a
concern of such magnitude requires, are desir
ous of tilling the whole, or a part of their inter
est in it, and now sffbrit for tale at a very low
valuation, and much less than such a structure
could be completed for.
There hut just been added to it a very supe
rior Itice PoutuUng Machine, capable of dis
charging at feast 50 tierces of .Clean rice per
day i anu a Corn-Mill, all set in motion by the
tame efiginc.
The Saw-Mill it upon a new principle, by
the late renowned Civil Engineer, Mr. REN
NIE of London, who tent out one of his best
workmen to auperihtend its erection. It can
now cut with 48 taws, and may be made to drive
twice that number.
The Steam Engine is perhaps the best in
the United States, made by Messrs. BOLTON
if WATT, of Soho, near Birmingham) and
erected under the inspection of their best fore
man, sent out expressly for that pniposc.
A wonderful expence is saved in fuel, as the
saw-dust from the pitoh-pine is lound to answcat
instead of fire-wood, and in catricri to the
mouth of the furnace from the pit by elevaturf
now in use. *
The Rice Machine is also on a new principle
and found by experience to answer better than
any yet in use. The quickness and regularity
of the movement, producing it of a superior
brightness without breaking the grain
The mill is situated on a fine Creek, called
Cat-Head, on a branch of the Altamaha River,
and only about half a mile from Darien.
Sea Vessels, whose dtaught of water enables
them to go to the wharf ut Darien, can load at
the Mill, only a short distance ofli with great
facility; as an enolined plane from the mill, will
enable them vo receive the lumber into their
bow ports, almost without cxpence: and the
mill, as now in operation, can furnish 4U M. feet
of plank per day, which may be increased*!

The lumber sent from this establishment since
it went into operation hus been allowed to be
superior in quality and regularity in sawing.
The commissioners of the Navy of the Uni
ted States have approved of the ship plank*
furnished from it, and it is highly probable will
give it a preference in future contracts.
It has also been teen and justly admired ia
New-York and Philadelphia.
The prospect pf a renewed intercourse witli
the British West India Islands, renders this
establishments desirable mode of in vestment—
oilers, in tliat case, having been made from
JAMAICA ALONE, for *bout half of all the pro
duce of the sawmill.
xThe present owners have no objection to con
tinue interested in it to a certain extent, but
their other avocations preclude their pertoual
attention to ft.
