In the fourth volume of lturke’s works, the
reader will find the following character of this
illustrious house, which has claimed k such ho
nourable notice fiom our Republican represen
tative-—
" 1 lie first peer of the name, the first pur*
chaser of the j*rants, wai a Mr. Bussell, a per
son of an ancient gentleman's family, railed by
being a minion of llenry the Eighth. As there
generally is some resemblance of character to
create these relations, the favorite was in ull
likelihood much such another as his muster.—
The first of these immoderate grants was not
taken from the ancient demesne of the Crown,
hut from the recent confiscation of the ancient
nobility of the land. The lion having sucked
the blood df his prey, threw the ollal carcass
to the j&ckali in waiting. Having tasted once
the food of confiscation, the favorites became
fierce and ravenous. This worthy favorite’s
first grant waa from the lay nobility. The sec
ond, infinitely improving on the enormity of live
first, was from the plunder of the Church’.**
" Mine, (alluding tp his pension or grant upon
which point the Duke of Bedford had attacked
Mr. Burke)—mine wasfVoma mild and benevo
lent severe gn * his from Henry the Eighth.
" Mine, had not its fund in the murder of any
innocent person of illustrious Tank, (alluding
lo the melancholy catastrophe of the Duke of
Buckingham) or in the pillage of any body of
unoffending men. His --grants were from the
aggregate and consolidated funds of judgments
iiuquifOUBly legal, and from possessions volunta-
ul> suirendi’edhy (he lawful proprietors, with
the gibbet al their door,” t<c.
Much mure is said on the same subject, in the
same style * which our limits do pot permit us
to copy * but this will be sufficient to give the
reader un idea of the " humus and virtues of the
House of iiusseii,’* which is in fact no better
than many otliei honorable and noble houses,
whose foundations are laid in the mire, but
whose tops proudly rear above their fellows.—

ton Courier
The expedients of the British M ini-try,
for the relief of Ireland, are, to remit
taxation, to employ the labouring poor,
and to supply provisions,
The House of Commons was engaged
in discussing Sir James Mackintosh’s pro
posed revision and amendment of the
criminal law—who in a speech of much
length and great eloquence, depicted the
absurdities and the cruelties ofthe British
penal code, iUnstmting its errors and dr
loots by contrasts with the enactments of
France, the United States and even of
Spain. The resolution was adopted, 117
(o 101.
In a revision of the Criminal Code Sir
F.'Bur'dett is opposed to solitary, or, as
he calls it, secret confinement. In Lan
caster county, lately, of 48 persons sen
tenced to death, only three weie executed.
Many petitions have be’n presented to
Parliament against the Criminal Code,
Petitions have also been presented against
the Corn Importation Bill, which the pe
titioners apprehended would accelerate
the period of universal insolvency.
Sir F. Burdett imputed the distresses of
the country In the ignorance and incapaci
ty of Ministers.—He was against pro
tecting duties—the Corn Trade ought to
be free. He was opposed to a metallic
currency.
Mr- James thought it iniquitous to pay
the public creditor to the lull amount of
his loan, which had been contracted 14
nr 15s. in the pound. There could be no
relief but io diminishing taxation, and a
reduction of salaries and pensions.
Sir T. Lethbridge declared he had be
come a convert to Parliamentary Reform.
He declared he should offer certain Re
solutions, and he cared riot how the Mar
quis of L, received them.
A highly animated and impassioned
debate took place in thc House of Com
mons, on the bill tocontinue for two years
the alien act, enabling the government to
send foreigners out of the kingdom. It
tion of Tobacco from wince it appears’ was “fried by a majority of 96,

left Trinadud the day before the Selina
sailed, and her supposed ubjcct was to in.
tercept the S. in consequence of their
suspecting that she had a large amount
ufspecie.
Off Cape Cruz saw two piratical boats
aud a schuonttr, which, «n the approach
of the S. anchored among some dangerous
rocks.—Passed within three miles of-Cupe

Two Spanish Privateers were blockad
ing the coast from Carthagena to Porto
Bello.—The-British schr. Susan, from Ja
maica for Chagres, with u cargo worth
880,000, was cutout of the Jamaica con

A'gontlenian of respectability and in
telligence, of commercial pursuits, lately
from Buenos Ayres, gives it as his opin
ion, that a minister plenipotentiary from
the United Stales, with full powers, should
repair forthwith to the republic of Buenos
Ayres ; that such an appointment would
have a beneficial tendency, and lead to a
better undeistanding than can exist, un
der the present arrangement. A leading
man of celebrity would command that in
fluence among the Spaniards so essential
lo the intareSta of this country, with a gov
ernment last rising into commercial im
portance. Mr. Forbes, lie says, has cer
tainly obtained some arrangements, in re
lation to seamen and shipping, which gives
us advantages over the British, but he at-
tribules this mainly to Ihe friendly dispo
sition nf Ihe Buenos Ayreans towards the
United Slates, over the citizena of any
other country; more than to the " influ
ence of our agent,” who, either from - his
retired habits or declining health, lives too
secluded and mixes too seldom with the
Spaniards, to render those services, which
ihe enen-ssing interest of the political re
lations between the two countries de
mands. Above all, he says an intimate
knowledge of the language of the country
is indispensable to conduct any negocia-
(ion, with a government which solely ad
heres to its own idiom, and to obtain an
accurate knowledge the genius and re-
snurcea of that interesting portion o, the
world. IFashiiigton City Gax.
We are not disposed to quarrel with
the Franklin Gazette, or feel angry at the
intemperance betrayed in their last. If
they have discovered that they hove pre
maturely committed themselves iu favour
June, respecting the currency, with a view
to relieving agricultural distress, and
therefore probably proposing a partial sus
pension of specie payments-

It is important, suys the London Morn-

Ihe Honorable Colonial Secretary, in (he
Bri’islt House of Commons on the 21st

ment had not decided upon the claims of
the sufferers in Upper Canada during the

Mr. Wilmnt said," That his Majesty’s
Government had so far decided as to set
on foot a loan of 100,0001 in Canada-
half nf the interest of which was to be
paid by the Government and the other
half bv Canada ; and they had ordered
commissioners to revise, with the least
possible delay, the report already trans)
initted on the subject of the losses.” ’
The French papers continue extremely
guarded as to the stale of (he public mind,
which, however, is represented in private
letters, as extremely feverish with respect
to the Bourbons. A fracas is slated to
have taken place at Lyons oti the 10th of
May, in consequence of hostility display-
ed to an election return, by n few indivi
duals. The Royalists, who’ occupied the
principal Hotel, called out "Vivele Noi;”
on which, a mass from 6 to 7000 men,
who had assembled in the Place Terreaur
fell on the soldiers, and in some measure)
overpowered them. The whole afternoon
in every street, was heard the cry nf
“ Down with the Bourbons/ Down with
the. King! Vive la Liberie .'’’—pitchers
ami flowerpots were thiown from the win
dows on the soldiers. Things went on-
dreadfully, and several persons were kil
led. Even the life ofthe Prefect was at
tempted. It waa only possible to still the
movement by communicating to the mili-
tary (fl.000 strong) orders to fire on the
people. Tranquillity was far frnm being
fully restored when the last accounts
came awny.
A disturbance nf sometvhst a serious
nature, took place in Paris, on the. 2d ult.
between the students of Law nod Physic
and the public authorities. The ConstK
tutionel gives an nccount of this affair,
from which it appears that the Students
of law intended publicly to commemorate-
the anniversary of voung Lallemnndc,
who was killed during Ihe commotions
which were excited in Paris by the Col
legians. About eight o’clock in Ihe
morning, the students, attired in deep
mourning, repaired to the cemetery of
Pera la Chaise, where they were opposed

students then demanded to pass Ihe tomb

force, the military were brought tu the
spot and the place promptly cleared. They
rallied again, threw stones at the military
two of whom were hurt, on which the
horse gend'armie vigorously charged
sword in hand, wounded about 20 students
and took eight prisoners. An alarm of
fire calling the military awuy tbev re-as
sembled, were again dispersed, and no
further disturbance took place.
The Constiiutioncl of the 4th ult. says
that as rear admiral Jacob had arrived in
Paris, the Government would not delay
publishing an official document, that would
remove all incertitude respecting the af
fair at Santana, and the present state i.f
their commercial regulations with E ig-
land.
SPEECH OF THE KING OF FRANCE,.
Speech pronounced by bio Mojeety, upon opening
the Session ofthe Chambers-
" Gentlemen—The necessity which
has long been felt of liberating the finan.
cial administration from those provincial
measures to which it' has been necessary
hitherto to recur, has determined me, thia
year to anticipate Ihe period of callingyotr
togeiher. In exacting from you this pew
sacrifice, I rely upon your zeal, and upim
that devotion of which you have given mo-
so many prools.
“ Providence has preserved the infant
which it has given to us, and it is a pleas
ing thought to imagine that he is destined
to repair the losses and the misfortunes
which have befallen my family and my
people.
‘•■I have (he satisfaction to announcer
to you, that my relations with Foreign
Powers continue to be of the most arnica-
ble description. A perfect unanimity has
influenced the efforts, concerted between
my.allies and myself, to put an end to
the calamities which oppress the East
and which afflict humanity.’ I cherish the
hope of seeing tranquillity restored in
those countries without the occurrance of
a new war to aggravate their miseries. /
“ The naval force which I maintain
in the Levant has accomplished Ita
destination, by protecting my subjects,
and by affording aid to the unfortunate,
whose gratitude has been the reward of
our solicitude.
I have adopted precau tions which havp
kept from our frontiers the contagion
which has ravaged a part of Spain. The
present season does not permit we should
relax these precautions, and I shall there
fore continue them as lop'g as the safer/
of the country may require it. Mulevo*
lence alone can discover in these mea
sures a motive foreign to my real inten
