communicated to this Consulate, that he has is
sued strict orders to the Governors, Lieutenant
taovsrnors, and Commandants of the respective
porta in the Island of Cuba, to exact and re-
qitite the customary Consular Certificates from
all vessels arriving from the United States; and
slsu, that no foreigner will be permitted to land
who shall not be furaished with a passport from
tbe Consul. Vice Consul, or Spanish Agent, at
the port of his departure.
