list addressing you, the news of the Commer*
cial treaty between France and the United
States Inis reached us—it lots had very little in
fluence on our market, owing to its very inani<
mute state i it has had, however, a tendency to
discourage our sellers with ihelr heavy stock.
It is now itnpofifiible to sell even the best Up*
land Cotton above 27 sous i fine parcels are of*
fered at 26 and 25, without meeting with pur
chasers, and some ordinary qualities would be
sold as low as 21 £ a 23 sous. You may judge
of the loss to be sustained at such prices Some
sellers are not willing to submit, but we fear
very much indeed that they will be obliged
pretty soon to follow the example of others,
because the present itook on hand is more
than! sufficient for the consumption until the
new Cotton arrives, and we are yet looking for
further supplies from England and your port.
Sea Islands are entirely nominal—parcels of a
few bales are disposed of occasionally, with
very heavy loss. Uioe is less abundant, and
would fetch 31 francs t but In consequence of
the new duty, which comes to ahoui 10 IVanca
percent, tho consumption will bo greatly re
duced. Exchange on London 2Sf 50c at three
months j Draf ts on the U. 8. are offered at from
4f 70 a 90c.
Bordeaux, July 8—The crop of Wine promis
es to be very abundant in Langnedoc » in this
department not great, but of exdellent quality.
Wheat. and Grain generally, promise to yield a
fair crop.
Fiom Surinam —A commercial friend has
obligingly favored us with an extract from a
letter from his correspondent at Surinam, dat
ed the 5th of August, in which it is stated that
business j B pretty brisk at that place. Flour is
high and selling by the cargo for 60 guilders
($24) per bbl. Molasses from 20 to 22 slivers
r er g.illon, and sugar from 4 to 4$ slivers per
lb. Tho writer, who is a respectable auction
and commission merchant, further adds that
should there be any arrivals there soon, the
cargoes might doubtless be disposed of at ad
vantageous prices.

Cotton—There hkve been but few sales dur
ing the week, and prices are believed to have
undergone a fuilher trifling decline. Some
small lots of Tennessee and North Alabama, at
reduced prices (the particulars of which we
could not obtain),- and 40 hales of choice prime
faouisiana at 18f cents, (which is believed to
have taken that quulity out of market)—are the
sum of the transactions of which we have been
advised. A commercial friend of respectabili
ty, who has taken considerable pains to ascer
tain the foot, stales the quantity of Cotton of all
descriptions, now on hand unsold, to be very
neat ly 10,000 bales.

Liverpool, dug 8—It has been a matter of con
siderabie astonishment to us, that American
Cottons have continued to arrive in such quan
tities, bought at high prices, compared with
what they will bring here, and in the face of the
reiterated discouraging accounts from this, dur
ing the whole of the year. Wet are decidedly
of opinion, that we cannot look for anypermu<
nent or considerable improvement in this arii-
ele, until the prices get so low u ith you, that the
planters have no further inducement to extend
their cultivation, for we find, making large al
lowances for rot and other casualties, that the
increased quantity planted, more thari makes
up this deficiency, and keeps pace with tlte
consumption, although greater now than a an<
former period. Our import for 1821 and 1822
stands—For 1821, America 192406 hales ; Bra
zil 55444 ; W Indies 15324; t) Indies 1549
992-total 265760 For 1322, America 212987
boles ; Brazil 88073 ; W Indies 14328 ; E In
dies 753—343—total 317284. The import this
year consequently exceeds that of last to the
corresponding period, 51524 packages. At
our annexed quotations, there are more sellers
than buyers, but the losses sre already so hea
vy, there is an extreme unwillingness to give
way further } but week the sales were about
10,000 bales.
The total stock of Tobacco in our warehous
es is33<>0 hlids of which there are on sale, 8oO
or 1000 hlids Virginia leaf, value 2$ to 4 a 4$d ;
500 hlids Kentucky, no parcel of which is worth
more than 2jd ; and 300 hlids stemmed of va
rious qualities; the rest of the stock is held by
the trade and Exporters. Since the 1st of June
there has been no material change in prices,
and very little hss been done, nor do we ex
pect much doing until new Tobacco comes for
ward, when we expect 1000 hhds stemmed will
go off freely, as well as the belter qualities of
leaf; inferior qualities will, we expect, conti
nue to hang heavy on tbe market., There bus
been a considerable demand for Ireland, but it
cannot, until new Tobacco comes forward, be
supplied, for want of quality.
Tar is a complete drug. Turpentine is scarce
and in good demand, and rather bitter prices
have been obtained. Kice has also advanced.
Wk have only heard of one sale of Q Bark last
week, at 15s 3d. Guv market it quite bare of
Stales Ashes. Hides continue in fair demand—
3U0 salted sold off the quay at 5$d. No trans
actions in Flbur, Wax or Staves. American
Stocks, $4d,U0U, 5 per cents. 1820, have just
been sotu at 95$, dividend from 1st July.
