holders of the Darien Bank, asking of them
to stole upon what terms they were willing
to dispoao ofthoir stock to the State. Tho
copy of that letter together with the answers .
received oro herewith communicated. The
offers of sale have been but few, and nt but
at very email discount. It is believed that
the purchase upon anv terms wouid bo an
exceedingly unprofitable application of tho
public funds.
I transmit copies of the reports which hove
been rccfived from the different hanks.
The notes of our domestic banks form nt
present the entire circulating medium of the
State. It is therefore of great importance
both to the Government nnu the people, that
their issues should be so regulated and con
trolled os to prevent the evils of a vicious
currency. Notwithstanding our staple pro
ductions liuvo boon constantly declining in
price for the Inst ten yonrs, the number of
our banks Imvo been ns regularly increasing.
And nt no time heretofore has banking privi
leges boon moro eagerly sought alter, than at
present, when o rstnplo commodities are re
duced to tho lowest price nt which they can
be produced. There is some reason to ap
prehend that the dcsiro for the increase of
Banks proceeds ns much froi^ the spirit of
speculation, which the universal habit oftrn.

lating wealth of the country. Whilst tho
Government is conferring upon particular
corporations tho cxclusixc right of issuing
notes to supply the place of specie, it ought
assuredly to protect tho interest of tho peo
ple from tho improper exercise of such a
privilege. It will bo perceived by an exami
nation of the Bank Reports of'tho present
luulfSeveral proceeding years, that the issues
of ouch bank and of tho whole collectively,
Imvo been iporo than double tho amount of
specie in their vaults. Every Bank may
therefore be considered unable to .redeem its
notes, in specie, upon any sudden and gen
eral demand. The community is not at pres
ent sufi'ering nny particular injury from this
slate of things, hccauso of the regular state
of our home and foreign market and the un
disturbed quiet of the country- Convulsions
in trade, will, however, take place at some
time. Upon the first general demand for
specie, tho Batiks must press their debtors,
curtail their issues, and perhaps stop payment,
and lints brin" ruin upon many, and distress
upon I he whole people.
It is well worthy of your consideration,
whether some precaution cannot ho used
against the occurrence of evils of such mag
nitude. For this purpose permit me to sug
gest to you tho policy of making the banks
subject to the payment of a large per cent,
upon nil sums of their notes, the payment of
which may be demanded by the hidden, (not
being the Agent of any other Bank or Cor
poration,) in specie, which they may omit
or refuse to comply with.
As however, this remedy might not be ve
ry oflcctive, until the evil to he prevented
was actually felt, I would specially recom
mend that you prohibit the circulation, after
a certain length of tunc, of all Bunk notes
under tho vnluo of five dollars. Tlio ©fleet of
this measure will be to make gold and silver
supply the place of tho notes, which will
bo thus excluded from circulation, create a
constant supply of spccio in tlio country, mid
I hereby enable the Banks through their debt-
ors to in ;ct occasional pressures upon them
far specie, and lo render the whole currency
whctWof Bank notes or, coin, of equal val
ue. That part of tho •community whoso
money must always ho in small notes, who
have but little knowledge of the state of tho
Banks or the genuiness of their bills, would
by this measure bo in some dogreo secured
from forgeries and failures, from which they
most always suffer moro in proportion to their
means than other classo® of the community,
so long as hank notes form tho exclusive cur
rency of the State.
The doubt which is entertained of the
Constitutionality of the law which creates
the central Bank, on account of the authority
which it gives to the Directors to issue Bids
would justify an alteration of tho law in that
respect. The State would also derive frt m
such a measure an additional security against
attempts to make the issues of tho Bank cor
respond rather with tho demands of tho pro-
pic for money than tho quantity of public
funds in its possession.
