Situation at New Orleans.
New Orleans, Oct. 23.—With the
lifting of Hie quarantine by the state
of Mississippi, which gives the right
to all towns and counties in that state
to reopen communication and with a
continuance of the cold snap, over
both' Louisiana and Miiftlslppl,
believed that practically all the reetrkv
tkms against travel of Sftaatsalppl have
been anxious to raise their quarantines
but have been prevented by the state.
Now that the state has taken Its hands
off all these towns will act immediate,
ly. Louisiana and Texas have now re
opened intercourse with all non-lnfect-
ed towns In the state. This means
that all restrictions will shortly be
abandoned. Meantime train service
to and through Texas will be at once
resumed
The railroads are acting promptly
following the raise of the quarantine
and arrangements Are being made to
restore all trains that were taken off
All the lines have now announetd k>w
rates for the president's visit and
everything points to a rush of people
Into the etty from all over Louisiana
and Mississippi for the occasion. Many
are already starting for New Orleans
and the once deserted hotels and board
Ing houses aro filling up. Fivo thea
ters, four of which gave double per
formances, were open yesterday and
the audiences crowded them to the
doors
New Orleans today Is assuming the
aspt*ct of the cnrnlvnl season. Many
of the business houses have already
be en elalHvratoly decorated for the pre.
Ident's visit and with the streets
thronged there is no longer evidenco
of either fever or quarantine.
Acadia has removed all quarantine.
Franklin has also done so, except
against Patterson. So has Tangipa-
hoe. Monroe has modified her re-
BirlcUons und trains are again moving.
Bhrevoport Is arranging for the restor
ation of all trains that were removed
at the beginning of the fever, but wl.
]*M}p her doors shut against people
from infected points.
It is expected that the present week
will see all but a very few cases of
fever wiped out from New Orleans.
There are now but 73 cases waJer
treatment, and there are being dis
charged right along. Ths end of the
week will probably mark aleo the with-

Tuskegee, Ala., Oct. 24.—This
county Is threatened with a first class
hanging or maybe a lynching some
time in the near future. On last Sat
urday evening young Albert Combs,
a white man 22 years of age, left
Montgomery, where he had been at (
work for the past few months in the
machine shops, on the 6:80 east-1 j.
bound passenger train to spend .thei eg*
day—Sunday—jrith ‘ his parents, who
reside at Notasulga, Ala.^neighbor
ing town twelve miles
place. yj *
The train that he boarded
through train and would not stop at
Notasulga, consequently he had to
purchase a ticket to Chehaw,
which is the junction of the Tuske
gee road and seven miles this sldo
of Notasulga.
When he got off the train a negro
man, Jim Moss, who was raised
In the s.me neighborhood with young
Combs, came up and said, "Hello,
Mr. Albert! What you doin’ way
down here?’ Upon being told that
he was on his way to Notasulga and
had to get off there on account of
the train not stopping at Notasulga,
ho at once said, "then we will go to
gether; I am goin' up there, too."
They were seen together by sev
eral along the road for sorno two
miles, but that wa3 the last time that
that poor Albert was ever seen
alive, for when they were within |
about two miles of their destitution'
the negro, it Is charged, deliberately 1
drew his pistol, a 44-callbrc Colt's
six-shooter, and fired two shots
through the l.ead of the unfortunate
man. who least expected any danger
from the boy with whom ho had
been raised. After killing lilnf, he
then rifled his pockets and secured
between $40 and $60' and left the
lifeless body on the railroad traiok,
thinking that the first train that
passed would hide his crime.
Train No. 212, a freight from Monti
gomery was the first to pass.1 The
engineer saw ‘an object on the
hut not in time to slow up before tip
engine and two can had pasee&over
his body and dismembered an arm.
