The conditions on the island do
not appear to be such as to alarm
the government provided It acts
quickly, but a dallying policy will
give the insurgents such a start that
Uncle Sam would have to go over
there and put an end to the trouble.
There are already many people
having large interests in Cuba who
favor Interference on our part, and It
is pretty generally understood that
the Americans there or a great many
of them, are giving encouragement
to the rebellion, hoping that our gov
ernment will be forced to step In and
take charge of affairs.
Not only a large element in Cuba
desire Uncle Sam to interfere, but
there are many people ln this coun
try, who favored annexation of the
Islaud who are yearning for the oppor
tunity to arrive for Uncle Sam to
take some action. Under the Platt
amendment, by which Cuba was gl 1
jer Independence, the United Staff
pledged Itself to see that a peaceful
government Is maintained. We are
not pledged to uphold the government
of President Palma any more than
we are to aid the Insurgents. We are
pledged only to see that peace and
Independence Is had by the people.
If they cannot govern themselves
peacably, then It is for us to step
In and take things in charge.
The commerce between Cuba and
the balance of the world and the re
lations of the Island to the other
countries Is too Important to allow
It torn asunder by an Internal strug
gle between factions that are warring
for political control. Of course, we
should give the present administra
tion plenty of time to suppress the
insurrection, and this we will do lf
we act in good faith toward the peo
ple there, but President Palma must
take bold of the trouble In a dctermln- j
ed manner If he wishes to convince j
of his ability to handle It. |
Cuban Insurrections have been |
pretty difficult matters to handle In'
reaonrees to such an extent as to
really transform the whole monetary
character of the community.
Third. Farming had changed from
a credit business to a cash business
with a surplus of cash deposited by
the farmer in the banks. Instead of
bis formerly purchasing supplies on
time from the merchant at a price,
from 20 to 100 per cent higher, h©
now bought for cash and the mer
chants completed actively for his
trade.
Fourth. The Insurance exposures
of the last year or more resulted In
the organization of a large number
of local Insurance edmpanies which
were doing a very active business
on the general principle of encourag
ing home enterprises At the expense
of foreign corporations whose head
quarters were outside of the state.

A former resident of the southern

to the locality of his earlier home
noted the following differences:
First. The locality, from being a
comparatively poor agricultural dis

life, had become a prosperous Indus-1

Second. Whereas formerly It was a *
