On presenting to the people this prospectus, the
editor ttecro* li superfluous to say ouo word with
regard to the utility of Newspapers. There arc,
however, particularly at this tune, other duties
that may not be avoided so easily. In entering
tlje political arena, we may net conceal our senti
ments ; for wo conceive ii our duty, to cur iricnd-s
ami opponent?, frankly to avow them. The
State Rights’ Doctrine as contended for by the
best expounders of tho constitution, are those we
avow; wo hold that each State has reserved to
herself all and every right, uot surrendered tin and
enumerated in the constitution of the United
States; that they may, nay should, nud have re
served for tho very purpose, theso rights, that
whenever occasion requires, ihsy may be exer
cised; but the States 'Jtoitld be careful, iu the ex
ercise of what are called and supposed to be re
served rights, those surrendered up arc not viola
ted : for they are uo more the rights of the States
than if they had never been cxerci-cil by them.

emnly swear, that 1 will not attempt to add to,
or lake from the constitution or attempt to change
or aiter any other section, clause or article of the
constitution of the State of Georgia, other than
those touching the representation in the General
Assembly thereof: and that i have been a citizen
of this state for the last seven years, so help me
-God. And any person cl.etcd to a seat iu said
convention, who shall reluse to take tho oath a-
forosaid, shall uot he allowed to take his seat tu
said convention.
See. 5. And be it further eaacled, That the
mcml>«rs of said convention shao assemble on
the first Monday in May after their election, at
Milledgcville, in the Representative Chamber of
the 8tatfi Honse, for the purpose of etitering uj> -
on and consummating the great onjecls nl their
convention,.to*wit; a reduction ami equalization
of tlto General Assembly; siiali have power to
prescribe their owu rules aad forms of business,
aud to determine ou the qualifications of their own
members; eloct necessary officers, attU make all
orders wliieh they may deem conducive to the
furtherance of tho object for which such conven
tion shall assemble.
Sec. 6, And be it further enacted, Thatitsball
be the duty, of his Excellency td') Governor to
give publicity to the alterations and amendments
made in the constitution in reference to the di
rection Fred action] of the number of the members
composing the Geueral Assembly, and the first
Monday in October next, after the rising of the
said convention, he shall fix on for the ratification,
by the people, of such amendments, alterations,
or new articles as they may make for tho objects
of reduction aud equalization of die General As
sembly only; and if ratified by a majority of the
voters who vote ou liu question of ‘•Ratification"
or “No Ratification,” theu aud in that eveut, the
alterations so by thorn ma le and ratified, shall be
binding on the people aud uotothirwi e.
Sec. 7. And be it further enacted. That it shall
he a fundamental article iti the formation Or a-
mendtn'ent of the constitution, that each county
of the state now organized or laid out, or which

tative branch of the General Assembly. ^
Sec. 8. And be it further enacted, That so
soon a? this act shall have bscocio a law. Ins Ex

state, once a week until the day fixed on by tins
act for tho election of delegates to said conven
tion; and that all laws and parts of laws milita
ting against this act, be, nud the same are hereby
