proval of Arrangements
WASHINGTON, Feb. 19.—President
elect Wilson today sent word to the in
augural committee that the plans for
his inauguration met with his approval.
In preparation for the inaugural
crowds, the final touches were placed
today upon the Union station, the gate
way to the national capital.
The forty-six statues of Roman war
riors, a part of the scheme of interior
decoration of the building, were put In
place and by the end of the week
their complete installation will have
been accomplished. The statues are
considered by art critics to represent
the best work of the sculptor, Saint
Gaudens.
TUMULTY’S RESIDENCE.
. Joseph P. Tumulty, who will be sec
retary to President Wilson after March
4. today selected the residence he will
occupy during the time that he will
rule over the executive office.
The house, a new one, Is in a fash
ionable section and is a colonial brick
structure, containing ten rooms and
three baths.
Some comment was caused when Mr.
Tumulty signed the lease for the prem
ises for only two years. He declined
to make any comment on his failure
to rent the house for the full four
years.

Atlanta Minister Addresses
Gathering in Memphis,
Tennessee
MEMPHIS, Tenn., Feb. 18.—More than
700 delegates will be present at the
opening session of the laymen’s mis
sionary movement of the Southern Pres-
byteriap church, which convenes in this
city this' afternoon for a three-days’
meeting. An attendance of not less than
I, 800 is forecasted.
Among the speakers scheduled for to
day are Dr. William Martin, president
of Davidson college, Davidson, N. C.;
Rev. Homer McMillan, Atlanta, Ga.; Rev.
J. E. Booker, F^rmville, Ya.; Rev. W.
R. Dobyns, St. Joseph, Mo.; Rev. Reu
ben L. Breed and Harry Wade Hicks,
general secretary, New York City; Rev.
J. B. Lyons and Rev. John Little, Louis
ville, Ky.
The main convention is being held in
the Second Presbyterian church, with
overflow meetings in the. Second Meth
odist church.
WOMAN SAYS OFFICER
CHUCKED HER UNDER CHIN
CORDELE-, Ga., Feb. 18.—Mrs. Leon
-seventeen years old, yesterday
accused T. N. Turk, for eight years a
member of the Cordele police force, with
chuckling her under the chin and grasp
ing her hand in an insulting manner
several days ago when he went to her
home, where she was alone.
A warrant charging assault and bat
tery was sworn out by the husband, a
barber, and Turk was held for the su
perior court under $250 bond.

MACON. Ga.. Feb. 19.—T. E. Artope,
John Harrison. R. A. Umpback and
George Dolvin, who were recently In
dicted by the grand jury for fraud in
the August primary, will likely be tried
in *the superior court Wednesday. The
case^i have been set for trial today.
Each of the defendants have employed
counsel .and will demand trial separate

bond since the charges were brought.
Jones Is Acquitted
Of Bishop's Death
MACON, Ga., Feb. 19.—-Johnny B.
Jonds, an ex-policeman who was
charged with the murder of W. D.
Bishop, a police sergeant, was acquitted
yesterday. ' Jones has been in jail since
1910, having been arrested shortly after
Bishop was killed in a disorderly house
on Ocmulgee street.
Tom Jones, his cousin, is now serving
a life sentence at the state farm for
the murder of the same man and was
brought here in advance of ' the trial to
serve as a witness.

which threatened to wipe out most of
Constantinople was under control at an
early hour today. More than 200 houses

"Blue sky" salesmen are infesting
Tift county and are unloading worthless
stock and bonds on the unsuspecting
farmers of that section, according to a
letter received Monday morning by Sec
retary of State Philip Cook from Attor
ney H. S. Murray, of Tifton.
Attorney (Murray wrote to ascertain
if a certain Alabama concern had regis
tered with the secretary of state, as Is
required by law. He stated that agents
of this company are selling alleged 8 per
cent interest and profit-sharing bonds
to the farmers, getting cash whenever
possible and taking notes when cash
could not be obtained.
' These agents, says the Tifton attor
ney, are supplied with an unlimited
number of bonds already printed and ap
parently duly signed by the president
and secretary of the company, but
blank as to amount of bond and name
of party.to whom issued. The blanks,
he says, are filled in by the agents.
"Nofie of the bonds appears to be
registered anywhere, and they bear noth
ing to indicate the authority under
which they are issued and sold," com
ments Attorney Murray, who adds that
the sale of these alleged securities is
"one of the most despicable frauds that
has ever been palmed 'off on the farmers
of Tift county.”
Upon receipt of the letter Secretary
Cook examined his records and learned
that the company in question is not
registered. He so advised Attorney. Mur
ray and also stated that he had never
heard of this particular company.
STATE FULL OF ’EM.
Discussing the sale of worthless se
curities, Secretary Cook declared that
dozens of "blue sky" salesmen are
abroad in Georgia and are to all ap
pearances reaping a harvest. He said
these salesmen pick their victims before
they go out upon the road.
“From the tax books or In some otjier
way they learn who among the farmers
are well to do, and then they go after
them," stated Secretary Cook. "By
smooth talk and the exhibition of beau
tifully lithographed certificates and
bonds they actually hypnotize their vic
tims into buying. I know that this is
true, for in times past I have been hyp
notized by these swindlers myself."
So widespread is the operation of the
"blue sky" salesmen that Secretary
Cook, In his annual report to the legis
lature, will recommend the enactment
of laws which will put a check to their
activities.
Under the head of "Wildcat Moneyed
Institutions" his report will say:
"I feel that I would be recreant to the
trust reposed in me by the people of
this state should I fail to call your at
tention to a class of corporations, some
created in our own state by our courts,
and others under the laws of other
states, which are doing a rather . loose
business among our own people and
those of other states., without reporting
to any department of the state govern
ment, under thfe supervision of nobody,
and paying not a dollar of taxes toward
the support of the state government.

CINCINNATI, Ohio, Feb. 19.—As the
result of quiet plan arranged by Ju
lius Rosenwald, Chicago multimillion
aire philanthropist, and J. G. Schmid-
lapp, banker-philanthropist, recently
during Rosenwald’s presence in Cincin
nati, attending the national conference
of United Hebrew congregations of the
United States, Miss Edith Campbell*, of
the Schmidlapp bureau, with headquar
ters here, left Chicago today via this
city,, in company with twenty-nine other
noted social workers to make an exten
sive survey of educational and social
conditions among colored people of the
south.
The train is in charge of Mr. and Mrs.
Rosenwald. Among those in the party
are Dr. Henry Pratt Judson, president of
the University of Chicago, best known
for his closer connection with the educa
tional benefactions of Johnh D.- Rocke
feller, Standard Oil king; Mrs. Ella
Flagg Young, superintendent of Chicago
schools; James R: Angel, dean of the
faculty of the University of Chicago,
and many other wealthy prominent so
cial workers, men and womeft.
Lengthy stops will be made at Mont
gomery, ARla., Atlanta, New Orleans,
and at Tuskegee institute, where the
party will be received by Booker Wash
ington. Both Mr. Schmidlapp and Mr.
Rosenwald have for some time been ac
tively interested in work for the uplift
of the colored race.
Some of the activities in the south to
be investigated ' have been founded by
the Chicago philanthropist, and Mr.
Schmidlapp has also taken a large part
in much of the southern work. It is
expected that new plans for extensive
social uplift work will develop as a re
sult of Miss Campbell’s trip. The tour
is to last about one week. ,

closed a deal for the purchase of 4,186
acres of land in Rabun and Fannin coun
ties for the Savannah river watershed.

county tract contains 3,000 acres and the
price was $3.71 per acre.
