BALTIMORE, March 8.—Efforts to
day to determine the exact number of
dead and injured as a result of the ex
plosion of dynamite yesterday in the-
hold of the British tramp steamer Alum
Chine and to ascertain, the cause.of the
explosion were only partially success
ful.
Seventeen bodies have been identified
two remain in the morgue unidentified
twelve men among the missing have
been given up and lost and it is thought
that at least ten stevedores who were
known only by numbers, lost their
lives. Two of the 43 known injured
probably 4vill die.
A conservative estimate of the prop
erty loss is between $400,000 and
$500,000
The fifteen survivors of the crew of
the Alum Chi n©' ; tonight signed a sworn
statement th which they declared that
the governmental laws regarding the
loading of explosives were carried out
and that fire unknown origin in the
bew of the ship caused the explosion.
The men say they saw the fire before
the explosion. *

$1,100,000 IN BONDS

RALEIGH, N. C., March 8.—A
SI.100,000 bond issue to cover a deficit

- general assembly, which increased its
appropriation to the state university
* from $87,000 to $95,000. The bonds will
be put on the market at an early date.

MEXICO CITY, March 8.—The first
serious clash between federals and
Carranzistas is reported today to have
occurred at Reata, Coahuila, about mid
way between Monterey and Monclova.
The engagement lasted four hours, the
rebels offering stubborn resistance.
The losses as reported from govern
ment sources included twenty-six fed
erals killed and eleven wounded and
thirty-three rebels killed. The rebel
forces have fallen back on Bajan, thirty
miles to the north.
* Another engagement is looked for
soon, as the federals are advancing and
endeavoring to follow up their advan
tage. Only the most meager details
of the battle have been received.
Another column of federals is ad
vancing from the west, having marched
from Rincon, on the northern Mexico
railijoad. These troops came to Rincon
by train from Escalon, Chihuahua.

WASHINGTON, March 7.—John Bar
rett, director general of the Pan-Ameri
can union, is one Official who is not wor
rying today over the * permanence of
his job. He is safe. It wafc discovered
that, because of the peculiar organiza
tion of this pseudo branch of the gov
ernment, Mr. Barrett is not answerable
to change of administration, but his
tenure of office was dictated by the
votes of the twenty-one republics com
prising the union. »
The United States, as a member of
the union, lifts no greater voice in its
direction than the smallest of its sister
republics. As a result Mr. Barrett car*
afford to snap his fingers in the face
of those who cast envious eyes on his
official position.

ARRESTED IN AMSTERDAM

AMSTERDAM, March 8.—Mariftger
Grollo, of the Netherlands branch of the
Mutual Life Insurance company of New
York, was arrested today. He is charged
with defalcations amounting to 43,000

eral prison at Atlanta-
Last June Ruthven was indicted for
using the mails to defraud buyers of
stock in a company he was "promoting
to manufacture a railway signal- device,
and when the reporter for the New Or
leans Daily States came to write about
the final scene in court he called it
dramatic. He quoted Ruthven's plea
to the Judge:
"For my poor, honest mother’s sake,
sir, .don’t send me to jail!”
Ruthven was a promoter with an in
vention. He honestly believed that he
had found a- way to protect railway
travelers from accident, and that if he
could get proper backing he would not
only make a, great deal of money, but be
a benefactor as well. Re started out,
at least, with good intentions.
Now, fot* every invention which is
developed to the point where its manu
facture will yield a profit, there are
thousands which remain in the patent
office at Washington untried and buried
in the dust of .jitter forgetfulness. And
It is true that rfiany of them have great
merit—perhaps they are better than
those which have been developed suc
cessfully. The invention is only one
factor. You who are asked to put your
money into a scheme which depends for
its financial success upon a new inven
tion should remember:
First, if it is all that is claimed the
chances are ninety-nine in a hundred
that it would have been acquired by
ilftteiests Ufready established in the
same field.
Second, that the merit of the inven
tion is but one factor—what are its
cost of manufacture and the probabili
ties of its profitable sale after it is
made are more important. And these
tilings cannot be determined in ad
vance.
Third, the" inventor is not a good

It may be bard on the Ruthvens to
put them in Jail, but it is the only way
to protect the public against their

CHICAGO. March 8.—“The problem
of tariffs and the trusts may seem more
important and more pressing, but more
vital thaft these to the future welfare of
this country is the right solution of the
fundamental economic and political is
sues involved in the development and
control of our national resources and
especially of the sources of mechanical
power,” said Walter L. Fisher, former
secretary of the interior, in an address
before the Commercial club tonight.
“We have lost effective public con
trol of many of these sources—coal,
oil and water power. With those that
remain we must not repeat the errors
of the past. Under wise legislation, if
soon enacted, the public interests can
yet be properly conserved and protected.
“The most important work of the
geographical survey has become the
classification of public lands so that
they may be opened for development
and use under appropriate legislation.
“It is the almost total lack of such
legislation that presents the real diffi
culties. The responsibility for this
situation rests squarely upon congress
and not upon executive officials or the
conservationists.
"Power sites can be developed only
under revocable permits which cannot
contain appropriate terms and condi
tions to protect the public interest and
which furnished mos unsatisfactory
and inadequate security for the inves
tor. The secret of the situation is that
congress has been unwilling to adopt the
constructive suggestions that have been
made to It showing that by its inaction
that it is not willing, or is unable, to
devise constructive measures of its own.
“It is time the truth were known and
that congress shall be forced to act
so that the storehouse of the nation
may be opened and opened in the rTfcht
way. The new administration has here
its opportunity and its obligation."

maintenance of this class of stock.
An affirmative answer to the ques
tion can be given, for cotton seed meal
has been used as an adjunct to the
ration of horses and mules on some
plantations with great success, and
has been fed at a number of agricul
tural colleges and experiment stations
with most gratifying results. In the
nutrition of horses and mules a suf
ficient amount of protein must be fed
to supply the needs of the body, con
sisting as it does largely of muscles.
The muscles are chiefly supported and
maintained in perfect condition
through an adequate supply of tins
eleqient. In its a-bsence the horse will
Work £t a disadvantage and undergo a
bodily strain which is unnecessary and
easily avoidable. A deficiency in pro
tein will ultirhately reduce the. service
period and usefulness of the animal
and predispose it to certain diseases.
Nature has made it incumbent on plan
to supply protein to the horse and
mule. It is certainly remarkable,
therefore, that the cotton seed meal
produced in the south and celebrated
the world over for its richness in this
element should not be utilized for this
purpose on every southern farm.*' Yet
this is the situation at present, thou
sands of tons of it being sent abroad
while we continue to feed corn as the
exclusive concentrate to the great
majority of our horses and mules.—

WORCESTER, Mass., March 8.—The
coolness of Edward I. Boyle, a blind
singer, in keeping on with his song
while fire spread rapidly in the balcony
of a local theater tonight prevented a
panic among the 500 spectators all ut
whom filed out to safety.
W r hen the last of the audience reach
ed the door, Joseph L. Rogers, the
pianist, leaped on the stage and led
the blind man out through a rear exit.
Harry W. Lynch, son of the proprie
tor of the theater first saw the flames
running along the lower part of the
balcony where electric wires had be
come crossed.) Stepping to the side of
Boyle, who was singing an illustrated
song with all lights turned down,
Lynch quietly announced that a small
blaze had been discovered. He re
quested the audience to file out prompt
ly but without confusion.
There was a quick shuffling -of feet
and several persons had broken into a
run when Boyle signalled to Rogers
at the piano to "start something.” Rog
ers struck at once into a popular sir
and as Doyle’s voice rang out distinct
ly, without a quiver, all signs of a
panic vanished. In the ‘dark the
singer and the pianist kept on with
the song.
Boyle’s brother, Thomas, who at
tends the blind man, was across the
street being shaved when he saw smoke
pouring from the theatei. Collarless,
half lathered, he bolted for the theater
with half of his face shaved, and
fought his way through the crowd
that jammed the stairs to save his
brother. He reached the door just
in time to see Rogers rush the blind
man through a rear door.
On February 19, while playing the
piano at another theater Rogers was
caught in a fire but stuck to his post,
until all the audience filed out. In
tonight's fire the theater was destroy
ed and adjoining property in the busi
ness district was seriously threatened.

Cause in Great Britain

LONDON, March 8.—Although the
militant suffragettes have given the
British Isles a week of comparative
calm, they have kept 'the 1 police and
other officials on the tiptoe of anxious
anticipation and it is feared that the
calm may be merely the predecessor of
another stormy outburst.
The public recreation ground at Not
tingham Forest was despoiled by women
this morning, many of the young trees
being .ruined while lamps, benches and
railings v$ere smashed. On Friday night
a number of telegraph and telephone
lines in the neighborhood of Glasgow
were cut and cards bearing the (familiar
“votes for women” were left tacked on
the poles.
At an “anti-sweating” meeting in Lon
don Friday night there was a scene of
disturbance. Will Crooke, the labor
member of parliament, was the principal
object of the suffragette interruption.
The labor members are among the
chief supporters of the "cause” but the
militants accuse them of chicken-heart
edness and propose to prod them by
heckling and other means until they
adopt militant methods in the house of
commons. *

and council at the last meeting laid
their plans for several town improve
ments, including electric lights and Con
crete sidewalks on several of the prin
cipal residence streets.

WILSON OFFERS OLNEY

WASHINGTON, March 8.—President
Wilson has offered to Richard Olney,
of Boston, secretary of state in Presi
dent Cleveland’s cabinet, the post of
ambassador to Great Britain. It was
not known whether Mr. Olney would ac
cept. It was said that the matter had
gone so far as the sounding of the
court of St. James as to Mr. Olney’s
acceptability. /
No appointments to the other impor
tant diplomatic posts had been finally
decided upon today.
Some Massachusetts Democrats have
have felt that their state was slighted
in the make-up of President Wilson’s
cabinet, and it is believed that this
fact had some weight in bringing Mr.
Olney’s name to the front.

Hoke Smith today received assurances
from Secretary of State Bryan that
Pleasant A. Stovall, editor of the Sa
vannah Press, will be appointed to a
desirable foreign post.
The senator called to see the secre
tary of state in behalf of th© Savan
nah editor and left the state depart
ment fully satisfied with the success
of his mission.
Mr. Stovall has been mentioned
prominently in connection with the
post of minister to Switzerland, but it
Is not known whether the secretary%)r
state intends to give him thi,s particu
lar assignment. It is certain, how
ever, that he will get a foreign post
to his liking, and that he will not be
