GREENVILLE BOY TELLS
POLICE HE IS KIDNAPED
Says He Escaped From a
Strange Man Who Brought
Him to Atlanta
An excited, lad of about twelve years
rushed up to Officer Gillespie at the ter
minal station shortly after 8 o’clock
Saturday evening and between gasps for
breath declared that he had been kid
naped from his home in Greenville, S.
C., by a strange man, aad that he had
but a moment .before escaped from the
stranger who had brought him to At
lanta.
The boy said his name was C. Luther
Miller, Jr., that he is the son of Rev.
C. L. Miller, of 641 North Main street,
< Greenville. He gave a rather vague de
scription of the alleged kidnaper ahd
related but few details of how he was
enticed away from his home.
Officer Gillespie sent the boy to the
juvenile detention home on Central ave
nue, where he spent Saturday night. A
telegram has been sent to his father.

watchful sentry will henceforth be on
duty in the Atlantic ocean, to warn
vessels of the approach of ice and to
assist in averting disasters such as
overtook tlie Titanic.
The whaling ship Scotia left Dundee
tbday having on board a number of
scientists who, by means of a powerful
wireless apparatus, will notify all ships
crossing in either direction of the pres
ence and progress of floes and icebergs.

WASHINGTON, March 8.—President
Wilson’s flve-day regime at the White
House has been an unqualified suc
cess. Everything has moved smooth
ly and with clock-like precision, not
withstanding the fact that many time-
honored precedents and long-estab
lished customs have been smashed to
smitherens.
No embarassing mistakes have oc
curred to create confusion and de
mand explanation. It is all very sur
prising to the old-timers in Wash
ington, who expected that the change
In administrations would develop all
sorts of complications.
The president has made good his
promise to maintain an “open door’’
policy at the White House. This was
not believed possible when he came
here five days ago. He accomplished
the “impossible’’ with the ease and
grace of a dancing master, and the
new departure at the White House is
now accepted as commonplace and the
wonder is that others did not try --
before.
Joseph P. Tumulty, secretary to the
president, has been the big feature of
the week at the White House. The
change from Taft to Wilson is noth
ing as compared to the change from
Hilles to Tumulty. He is accessible,
seeable and interviewable at any hour
of the day. There is nothing un
natural about him or his office. He Is
democratic in the broadest sense,
easily approachable, with a keen ear
and quick eye
TUMULTY, CUTS OUT RED TAPE..
One of the first things Tumulty did
when he succeeded Hilles was to issue
an order that all newspaper men
should have access to his office at ail
times. The next thing he did was to
cut out all of the red tape and delay
by which persons seeking t^ see the
president’s secretary were excluded
from the inner office. If a person has
business with Tumutty he can trans
act that business in record time.
The experience of a newspaper cor
respondent today illustrates the point.
The correspondent received a telegram
from the owner of his paper, asking
for an interview with the president bn©
day next week. The correspondent
hiked to the white House, saw Tu
multy, made the appointment for his
boss with the president and was on
his way rejoicing within ten minutes
after getiing the telegram. That* would
have been impossible under the older
regime. When Roosevelt was presi
dent, a day or two was required to get
an interview with his secretary, and
it was nearly as bad with Taft.
The correspondents and others who
were much about —e White House
during the Roosevelt and Taft admin
istrations frankly admit that Tumulty
and his “outfit” have all of their pre
decessors beaten seven ways from the
jack, when it comes to dealing with
people. And they admit, also, that
Tumulty and President Wilson see
more people and accomplish • more
work in a day’s time than either Taft
or Roosevelt administrations at the
White House.
WORKS UNTIL TWO O’CLOCK.
He cleared his desk for the day at 4
p. m., and took a long automobile ride
with Mrs. Wilson, coming back to the
White House at dinner tim$, his face
aglow with the flush of wintry air. To
night the president sought recreation
at the theater where he occupied a.box.
Five days’ work in the White House
have moved by as smoothly as if its
occupant had been there for years.
Though the president has had a long
list of engagements every day the work
has been far froiri exhausting. The press
of detail which held Mr. Wilson in its
grip while he was governor of New Jer
sey and preparing at the same time for
the presidency now is relieved by an
office of well trained assistants and the
transfer to his cabinet members of the
chief burdens of the sifting process with
respect to appointments.

Senate Committee Is Told
How Suffragette Paraders

(Special Dispatch to The’ Journal.)
WASHINGTON, March 8. — Major
General Albert L. Mills, retired, who
was formerly in charge of the de
partment of the gulf, with headquar
ters in Atlanta, Ga., and who led one
of thte divisions of men in the suffra
gette parade here last Monday, took the
stand this afternoon before the special
senate committee -investigating the al
leged lack of police protection to pa
raders.
He was indignant and emphatic In his
characterization of the police and de
clared that there was practically no
interference by the police 'against the
“crowd of hoodlums.”
Mrs. Mills also took the stand and
declared that had she had a police
man’s billy she would have forced the
crowds back. She too criticised the
apathy of the police.

JACKSONVILLE, Fla., March 8.—A
special to t he Metropolis from Havana,
Cuba, says that Colonel Edmund J.
Frederick, late chief of artillery under
General Meximo Gomez, was offered the
command of a Castro exptdition to
Venezuela by General Castro, while
here. He neither ajffirmed nor denied
the report when asked if true.
Two yearp ago he refused a com
mand under Madero in Mexico.
He is a member of the Veterans’ as
sociation and very close to President
elect Menecal. Frederick was a fili
buster of rank under "Dynamite John
ny” O’Brien, on the famous Dauntless
that operated from this port during the
Cuban rebellion against Spain, and was
a leader later in the war.

KILLED IN NICARAGUA

WASHINGTON, March 8.—Sergeant
Charles A. Norten, Corporal Theo. D.
Roberts and Private Ernest Johnson, of
the United States Marine Guards at
Managua, Nicaragua, were killed and
Capt. Edward A. Green and several
other marines were injured seriously
yesterday morning in a railroad collision
on the line between Managua and Leon.
The accident occurred as the indirect
result of the operation of a band of
lawless, drunken raiders who entered
the town of Nagarote Thursday night,
routed the police and looted the town.
HARVEY MILLER GUILTY
WASHINGTON, March 8.—The Demo
cratic steering committee of the senate
will meet Monday morning to perfect
and complete the reorganization of the
senate, which has been in progress for
the past three days in the Democratic
caucus.
The committee will confine its work to
rearrangement of the standing commit
tees of the senate, dnd is expected to
settle a number of important chairman
ships that are in dispute.
The caucus adjourned this afternoon
after it sthree-day session. James M.
Baker, of South Carolina, was nominated
for secretary of the senate, defeating Jo
seph R. Wilson, brother of the president,
and half dozen other candidates. His
choice came in the second ballot. Wil
son was the runner up with 9 votes to
25 votes for Baker.
The steering committee is relied upon
to clarify ana adjust satisfactorily the
complications and feeling resulting from
the defeat yesterday of Senator Bacon
for president pro tempore of the senate.
The plan is to give Senator Bacon the
chairmanship of the freign relations
committee which he preferred to the
other honor and to which he is entitled
by virtue of senority.
DEFEAT A SHOCK.
Senator Bacon’s defeat for president
pro tempore came as a surprise to the
senate and a shock to both Senator Ba
con and Senator Smith, who were confi
dent that the senior senator from Geor
gia would have no opposition for this
office.
Senator Smith felt so pained at the
action of the caucus that he tendered
his resignation as a member of the
steering committee and would have
stood by his resignation except for
the importunities of Senator Bacon.
The defeat of the senior Georgia
senator is attributed to overconfidence
and inactivity on himself and friends.
No credence is placed in the rumor—
and that is all it was—that Mr. Bacon
had been the victim in a secret cabal
or conspiracy, or that he had been sac
rificed by his friends in order to insure
the defeat of Senator Thomas S. Martin
for caucus chairman.
The statement published that Mr. Ba
con’s defeat was due to the opposition
of Secretary of State Bryan is re
garded as too absurd for ponsideration.
The vote by which Mr. Bacon was de
feated should convince the veriest tyro
that William J. Bryan had no hand in it.
Senator Martinr the deposed conserv
ative leader j Senator Clarke, himself,
a conservative anti-Bryan; Senator John
Walter Smith, of Maryland; Senator
Johnston, of Alabama, and numbers of
other anti-Br^yan men voted against
Mr. Bacon.
BRYAN COULDN’T HAVE DONE IT.
It is improbable that Mr. Bryan could
have enlisted their support in any
movement of which he was sponsor in
which he was interested. *
Some weeks ago there was talk of
opposition to Senator Bacon for presi
dent pro tempdre. This came from Sen
ator Clarke, who finally accomplished
his defeat, and perhaps half dozen
other senators, most of whom were op
posed to the Georgian holding the chair
manship of a big committee and being
president pro te.mpore also. Senator
Hoke Smith heard of this movement at
the time and was largely instrumental
in squelching It. He received assur
ances that the fight would not be con
tinued.
Senator Bacon himself was one of
the first to hear that he was to have
opposition, when the move again took
form. Senator Overman, of North Car
olina. lunching with him on Thurs
day, informed the Georgian that Clarke
of Arkansas was going to be a candi
date for the office. „
Senator Hoke Smith first heard the
report late that afternoon from Senator
Reed of Missouri, one of Senator Ba
con’s warm friends. He told Senator
Overman of it the next morning, but
the latter insisted that the opposition
would not be serious.
Senator Clarke himself seems to have
been the backbone of the alleged “ca
bal” and “conspiracy.” He was an
active candidate without the knowledge
of any of the olden senators with whom
Mr. Bacon has served.
SMITH’S STATEMENT.
Senator Hoke Smith said:
“The defeat of Senator Bacon for
the position of president pro tempore
of the senate was a great surprise to
me. and I deeply regret it. As it is
well known, I have been interested in
the movement to change chairman of
the Democratic caucus and to provide
for a modification of the seniority
rule so that while the chairmanships
might go to the older members on
the ground of seniority the other po
sitions or the committees should be
filled up with senators not holding the
leading chairmanships.
“Several weeks ago a movement was
started to extend this rule so that no
on© could hold the position of presi
dent pro tempore or chairman of the
caucus and also hold the chairmanship
of a leading committee. As I was
anxious to see Senator Bacon have t’ e
position of president pro tempore and
also the chairmanship of the commit
tee on foreign relations, I actively op
posed the resolution and obtained the
consent of a number of senators to
vote against it.

GOVERNOR SAVES LIFE, WEDS COUPLE
BECOMES U. S. SENATOR IN ONE DAY
LITTLE ROCK, Ark., March 8.—
Governor Joe T. Robinson today saved
a life, married a couple, wrote his own
commission as United States senator,
and wound up the day’s activities by
sending his resignation as governor of
Arkansas to his brother-in-law, William
K. Oldham, president of the state sen
ate, who thus becomes acting state ex
ecutive. A primary will be held in
June to select a candidate for governor.
The governor’s role as life-saver, j
however, came to him by reason of an
appeal for, executive clemency from a
young planter convicted of murder and
sentenced to hang next week. Life
imprisonment was substituted.
The marriage ceremony was per
formed at the instance of the gover
nor’s private secretary, who desired
that his matrimonial craft be launched
by his old chief, and the United States
senafyorship fell to \his lot at the hands
of the Arkansas legislature, which re
cently elected him to succeed the late
Senator Jeff Davis.

SAVANNAH, Ga., March 8.—After re
maining out for about three hours the
jury in the United States district court
on the case of Harvey C. and Mr. Mor
ris Miller, returned a verdict of guilty
against the v former one one count and
acquitted the other. The jury recom
mended mercy.
Judge Emory Speer sentenced Harvey
Miller to pay a fine of $5,000 and costs.
There wer© ten counts in the indictment
against each of them. Morris Miller was
found not guilty on each of the counts
and the jury returned not guilty on
nine of the counts against Harvey Mil
ler.
