True Magnanimity
Most of our readers in this city have a
person and knowledge of Mr. Wm. Crutch
field, one of the boldest and most uneom
promising l nion men, long a resident of
Chattanooga, Tenn. Recently this gen
tleman—wno received some hard treat
ment during the war from some of the
Confederate authorities, having been ar
rested and imprisoned by them —makes
an appeal to the Union men of Tennessee,
through the Chattanooga Gazelte, not to
persecute the rebel soldiers who have re*
turned to their homes. AVe make the fol
lowing extracts from his eloquent and pa
triotic appeal:
“Remember, the truly brave, noble and
generous never insult and mistreat a fallen
foe. When you appeal to brute force,
laying law and order aside, you are at sea
without rudder or compass, and will most
certainly be east upon the breakers.
“Will you not learn wisdom from the
errors of the past? Will you force these
men who, in good faith, have laid down
their arms, believing in and relying fully
upon the generous terms given by the mil
itio-y a.ivi civii rulers, and still extended by
your present Chief Executive?
“]-\r shame, my fellow-countrymen;

GENERAL REMARKS.
Revenue stamps may bo used indiscriminately ution
any of ibe matters or things enumerated ia Schedule
li. except proprietary and playing card stamps, for
j which a special use has been provided.
Postage Stamps cannot be used m paymeut of the
j duty chargeable on instruments.
j Any Schedule 0 Stamp may bo used for any artlot*

I It is the duty of tb» maker of an instrufiient to affix
! and cancel the rtamp required thereon. If be neglect
!to do so, the party for whose use it is made may stamp
it before it is used; but in no case can it be legally used
1 without a stamp ; and if issued after the Sfttb of June,
; 1864, and used without a stamp, it c-nnot etiervvards
j effectually stamped. Any failure upon the part of the
maker of an instrument t« appropriately stamp if, ren
i ders him liable to the penalty ol two hundred dollars.
Suits are commenced in many States by other pro
cess than writ, viz: summons, warrants, publication,
i petition, <tc., in which cases these, as the original pro
j cesses, severally require stamps.
Writs of scire facias are subject to stamp duty os
i original processes.
i The jurat of an affidavit, taken before a Justice of
the Peace,Notary Public, or other olliceis duly author
' ized so t ike affidavits, is held to be a certificate, and
i subject to a stamp duty of live cents, except when
j taken in suits'or legal proceedings,
j Certificates of Loan, in which there shall appear
r any w ritten or printed evidence of an amount of money
j to bi paid on demand, or at a time designated are sub
ject to a stamp duty as “Promissary N -tes.’’
• The assignment of a mortgage-is subject to the same
! stamp duty as that iicposed upon the original instru

I cured by the mortgage pt the time of its assignment,
there must be affixed a stamp or stamps denoting a
dutv of fifty cents.

In conveyances of real estate, the law provides that
Ihe‘ stamp affixed must answer to the value of the es
tate or interest conveyed.
No stamp is required ou any warrant of altornej.
