from (he city, and have no known agent or attor-

such case, the Mayor is hereby authorised to cause
the same to be opened and ventilated as aforesaid,
and if tlie same in his opinion require whitewash
ing or cleansing, to direct and require the City
Marshal to cause the same to be done as aforesaid,
the expence Whereof shall be paid by the owner
or owners of said stores, houses, or buildings.
