Senator Foraker Opens the Debate on
the Rate Bill.

tor Tlllmnn reported the Hepburn
railroad rate bill Inst week and now
the fight Is on In the Senate.
Senator Foraker, who Is recognized
ns the ablest opponent of government
rate-making, was the first to make a
set speech on the hill In the Senate.
He said that Congress has not power
to make rates and predicted that the
Supreme Court will so hold If tlie
question over goes before It.
Senator Foraker called attention to
the fact that the committee which
recommended the Hepburn bill to the
House acknowledged that It was un
satisfactory even to those who desired
rate legislation, and yet it wns not
being demanded that the bill be
passed without amendment. He pre
dicted that such action would be dis
appointing to the whole country as
well as an abdication of lawmaking
functions on the part of the Senate.
“The gross revenues of the roads
are so closely calculated to meet In
terest, dividend and operating ex
penses," he said, “that a reduction of
one mill on the cost of transporting a
ton of freight per mile would so re
duce the aggregate as to make it im
possible for the roads ot pay one dol
lar of dividends on their stock; and
a further reduction of one and one-
half mill per ton per mile would make
it Impossible to pay one dollar of In
terest oh their bonded obligations."
Officers McDonald and Walden cor
railed a bunch of negro gamblers at
the plant 'of the Albany Brick Co. Sat
urday night. There were some thirty
or forty negroes In the crowd, alt of
whom escaped except eight, who were
taken in charge by the officers and
landed in the big brick house on
Washington street familiarly known
as Castle d’Edwards.
Officers McDonald and Walden are
comparatively, new in the city’s ser
vice, but they demonstrated their
cleverness by bagging the big hunch
of game Saturday night. They "rot.
wind” ot the gambling bout which was

gate. They found a house in which
a soft of Ethiopian Monte Carlo was
being conducted. They suspected that
about a dozen “skinners" were In the
house enjoying their favorite pastime,
but when the alarm was sounded and

night revelers.

Anderson Jackson, John Jones, W!-1
Harris and Friday Jackson were
placed under arrest and are now in
jail charged with gambling. Of those
who escaped a few will probably bo
arrested, as their names are known to
the officers.
The officers are not disposed to ar
rest or make cases against the negroes
who work; but it Is the gambling va
grants that they are after. A few
working negroes were in the crowd
Saturday night, and the officers were
sorry to have to take them in charge.
It Is not likely that the working ne
groes who were in the game Saturday
night and who escaped will have cases
made against them, but the loafers
may pxpect to be arrested and pun
ished to the extent of the law.
Chicken Thief Caught.
About 4 o'clock Sunday morning, a
time when all honest people ought to
be In bed, Officer McDonald spied a
man- walking down the middle of
