this. The whole planning of the af

quite the reverse, the only thing that
looks like insanity being the desire to

him os a man thoroughly himself.—
His insanity, therefore, is on one sub
ject alone—stalwartism—and ho is re
sponsible for that, having given loose
reins to his passion, until, he became
a fit subject to commit any deed con
ceivable in the crime-stcc|>cd mind of

out his cherished idea and thwarted
tho wishes of those opposod to him.—

Atlanta, July 4.- The Temperance
Convention met to-day in the Hall of

pression of intemperance. The move
ment, however, must Im» kept entirely
free from |>o!iticid complications.

A resolution of sympathy for Presi
dent Garfield in his suffering, repro
bation for his assassination, end pray
ers for his s|K»edy recovery were passed.
A collection was taken up, aiul tho
purposes, and providing that distil
lories, if desired, may be established
by the vote of the communities in
which they may seek to lie located and
in which liquor is to be sold. This
plan compels the enemies of temper
ance to become the aggressive parties.
Rev. G. A. Nnnnally.Qf Rome, of
fered an amendment in the shape of
an elaborate law to license nnder the
petition of the people of any neigh
borhood, bnt the saloon to be on the
public street, a single room, no side
or back doors or screens or painted
windows, and to be run by the con
sent of all parties occupying the same
or contiguous buildings. Said saloons
to^oll only from sunrise to sunset.
Capt John Milledge, city conrt re
corder, of Atlanta, offered a substi
tute for loc^P option, and said the
presont Legislature is not prepared to
'act definitely on the temperance ques
tion.
Rev. W. J. Cotter, of Bartow, de-
sirod to amend so that the Legisla
ture may bo askod to ordor an elec
tion all over tho State, on the samo
day, for prohibition or ngain^it, and
hnvo no other question mixed with it.
Rev. Dr. S. W. Warren, of Macon,
made an elaborate spooch for harmo
ny, good senso and practical action.—
Ho favored Captain Milledgu's substi
tute, because ho feared Rev. Mr. Cot
ter's amendment might fail iu its ap
plication, and thon the cause would
meot a disastrous backset.
Judge Arthur Hood, of Randolph
county, earnestly ndvoented the re
port of tho committeo, and J. Y. Car
michael, of Cowotn, made a thrilling
speech on tho same limo.
Geucral Win Phillips, of Cobb,
spoko for tho committee, and ex
plained their action. First, to pro
hibit tbe manufacture and salo of liq
uors. Second, to allow any town or
neighborhood to havo a distillery and
saloons, if tho pooplo vote for them.
Third, no presont laws regulating the
liquor traffic to bo ropcalod, so far as
such towns nud neighborhoods nro

Carry, Augusta, Ga enclosing a two-
dollar bill of city currency, and ask
ing that United States currency be
