Copy of a letter front a member of Congress,
to a gentleman in tins city, dated
Washington, 23d Jan 1309.
Dear Sir,
The great opposition to the execution of
the embargo laws, which prevails hi the Eas
tern Stares, and the violent proceedings in ma
ny (Os the town meetings in Massachuse.’s will,
in my opinion inch ce Congress to fix on a
day not very distant on which the embargo
shali expire. I believe a strong party is now
forming for that purpose, who propose to sub
•rtitate nothing more in lieu, excepting a n*i
'intercourse law with resptcc to those nations !
having edicts or orders violating our neutral ;
rights. 1 lie above is mere conjecture, on
w hich I cannot write with certainty. At any
-rare, I think it would be advisable for our ci
tizens to wait a short time loftger before they
sacrifice their produce at the low prices they
now bear. If we are meanly to submit, thro’
the means of our Eastern citizens, they ought
not to have an opportunity in the mean time to
prey on our citizens by speculations.

Extract of a letter from a gentleman at Hava
na, to his correspondent in thi* city, dated
January 26; received by the Diana.
“1 am trillv sorry to inform yoa that by the
arrival yester J»y of the ship Fortune from Li
verpoc.l, (which place she left the 20th ult. I
the news from Spain is of a very disagreeable ;
nature. Bonaparte is at the head of his ar
mies, which appears to be victorious in all di
rections; he has separately beat Castaaos.
and the Marquis Komar.a, all of whom
ictm to be retreating towards Madrid, as do
the English (who have not _\e» c me into ac
tion) under Sir John Moore, Bamd and Hope.
How all this has happened I canr.et conceive, I
for our numbers ought to b« four times as great
as the French, but they had not concentrated
their forces, and this man (who is the devil
himself,) has taken advantage of p, and in his
usual way, has beat them in detail, one after
another. One of his Bulletins says, that he is
within sight of Madrid, and I should not be
surprised to learn that he had tak«n it. The
Loudon papers reach to the 17th December.”
CONGRESS —Rouse of Representatives,
Tues-day, January 24.—The bill, making ap
propriations to complete the fortifications com
menced for the security of the sea-port towns
and harbors of the United States, and to de
fray the expences of deepening and extending
to the river Missisippi, the canal of Carondc
let. was passed. The bill appropriates44B,ooo
dollars.
