of these federal programs, 1 tell them, you ought to get out and
do some real work. These things will rob you of your will to
work.”
Putting people to work is the heart of the Williams plan. The
first workers the program needs are teachers and instructors of
various sorts. Teachers, Williams said, can help channel youthful
energy in the right direction. For instance, Williamssaid, a group
of street corner musicians with no formal training will eventually
lose the interest and discipline they need to reach a professional
level. But with the help of a professional music instructor, the
youngsters could develop their musical talents enough to earn a
decent living with their music. Williams has an idea, that he can
help get people off of welfare rolls, and the entire State of
Georgia is willing to give him a helping hand.

“ We will serve as the focal
point for mental health, mental
retardation and alcohol and
drug abuse services in this
area,” says the center's
director, Eddie Roland. “The
center is now offering
out-patient mental health
services to adults, child and
adolescent services, supportive
living and administration
services for other mental health
and mental retardation
programs in the area.”
Those programs include two
alcohol and drug abuse
treatment centers in Dublin
and Eastman, two afrercare
centers in Hawkinsville and
Eastman for'persons recently
returning to the community
from regional hospitals, one
group home for adult females
who are mentally retarded, and
eight day training centers for
mentally retarded citizens.
The $382,000 center was
built with 90 percent federal
funding and 10 percent local
funds. There are 28 staff
members at the center.
“Eventually we want to
expand services to include an
in-patient unit,” says Roland.
“We want to offer the people
in this area quality,
