ALABINA ON TICK RIGHT TRACK.
Governor Comer, of Alabama, has
called an extra session of the Legis
lature to take action on the railroad
question, and In response to a plea
from the leading lumbermen of the
state he has included In the purposes
of the extra session a bill to encour
age the preservation and conservation
of the timber lands of the State.
The LIU will provide that If owners
of timber tracts, when cut ing them
for lumber, will rofraln from felling
treeH of any smaller diameter than
twelve Indus, and will preserve the
land afterwards for reproduction of
the forest, they will be allowed a
smaller rate of taxation while the sec
ond crop of timber is growing. A
list of these lands is to be filed with
the Stax Tax Commission. Provision
will also bo made to encourage the
growing and planting of timber.
This action Is in harmony with the
Government plan to make provisions
for the Appalachian National Forest,
which will extend Into the northern
section of Alabama. The Idea as for
mulated, however, makes forest pres
ervation a state-wide scheme, in which
small and large land owners are to
be equally encouraged. By its work
ings It is hoped that hundreds of
thousands of cut-over timber lands
will, be cared for and replanted, and
como Into productiveness again in ten
or twenty years. This Is something
that thinking people everywhere
should work for.
President Roosevelt has sent out a
letter inviting the Governors of all
the states to meet him at the White
House on the 13th, 14th and 15th of
next May, to discuss the national re
sources of their respective sections
and the gbest methods of conserving
them.
Secretary Cortelyou has made the
Important announcement that, as
means of affording relief to the fi
nancial situation, the treasury would
issue $50,000,000 of Panama bonds
and $100,000,000 certificates of In
debtedness, or so much tffereof as
may be necessary. The certificates
will ruu for one year, and will bear
3 per cent interest.
