week, charged with entering

Cruel Treatment.
People who are unmerciful or
cruel in their treatment of ani-
m ils shculd not be allowed to own
them. Occasionally we observe
instances which should call forth
the righteous indignation of law
loving citizens. A bargain hunt¬
er will buy a poor run down hors©
or mule and then expect it to do
the work of two or three more a-
ble ones. This is especially true
of negroes who are net regular
stock owners. We have in mind
a {.articular instance which would
bear investigation at the hands
of the grand jury. An old negro
preacher about town owned an
old spud of a horse which had
lived past its day of youth and
vigor. The horse was ill fed but
was driven at a warm pace from
early morn till devvey eve drawing
heavy loads. At any slackening
of pace the horse would be lashed
and goaded to exert the utmost
strength and speed. The poor
starved animal would thus be
worked on scant feed until it had
no spark of energy or ambition.
Wednesday night after a hard
day’s work the jaded horse W'ilS
turned into one luxuriant feed.
The owner had softened for one
time and the feed was piled out
bounteously but. next morning in¬
stead of having a fat and sleek
animal as he perhaps expected lie
had a dead horse, killed by over-
; work and irregular feeding. It
is such cases as this that we cry
out against.
All negro stock owners are not
guilty of this treatment neither
are all white people free from it.

treatment a crime. The enforce-
ment of this law is generally left
to organized societies for the pre-
vention of ciuelty to animals.
The absence of such societies does
not invalidate the law but rather
leaves it to citizens and the court
officers.

Fire at Heartpine.
Heartpme has been visited by
the'fire fiend, the large warehouse
of Oglesby & Bro. being burned
Monday night. A large lot of
feed was stored in the building,
there being so,ne 600 bushels of
corn, 60 bales of hay and a lot of
cotton seed bulls in the bouse
when it, burned. These formed
the principal items of loss which
amounted in all to about §700.
The origin of the tire is not
knowm but there is a strong sus-
piciou that the building was in-
tentionally set on fire, It was
indeed fortunate that the fire
was not tommunicated to other
buildings.

Building Begun.
Dr. Lamar M. Ken non spent
Monday in Macon arranging the
details for the beginning of the
work on his new brick building.
The contractors are here and
work will begin at once on the
new structure. A large force of
hands have been at woik clearing
away the ruins and this has prov¬
en to be no little t ,j sk. Tins work
is now about complete and the
brick layers will probably begin
work to day. This is but the be¬
ginning of many buildings that
are to be erected in the spring or
early summer.

Tax Values March ist.
Conforming with the lav,’ on
this subject, the governor has
caused to be issued the following
order, which explains itself:
“Whereas, the general tax act
approved December 21, 1900, lev¬
ying taxes for the years 1901 and
1902 requires the governor, the
comptroller-general and the state
treasurer to fix a day between
January 1 and Apiil 1 of each
of the years 19ol and 1802as a day
for making returns of
which day shall not be fixed un-
til after the 1st day of march of
each of the years mentioned (as
I rovided by the act approved De-
cember 20 1900), It is therefore
ordered,
“That the 1st day of March,
1902, be and the same is hereby
fixed and designated as the day
for making returns of taxes for
the year 1902, hereby requiring
the value of all property owned
and possessed on that day to be
the basis of said tax returns for
the year 1902.

Later reports say that Cook has
been arrested but that he is so
badly wounded that it was not
thought best to place him in jail.
He says that Croft was cutting
him and that the killing was done
in self defense.
