Crops in Decatur. — Never was there bet
ter prospects for a goad cotton crop, tiisfti

Court on the negro eligibility question:

United States does not necessarily confer

Nos does the fact that the Constitution
makes him a citizen confer the right, for
the same constitution makes u woman and
children citizens.
Nor does the fact that the constitution of
Georgia make him an elector confer that

them mentions the right to hold oi&ce, for
another clause specifies tin: right of persons
of color, and does not mention the right to

Mr. Akerman*s principal points are that
the disabilities of colored men under our
old government are not retained,. thiD this
government is anew one. not a continua
tion of the old: that the Government of the
United States and the people of Georgia
have declared the old Government destroy
ed; that in the preseut Constitution there is
no express disqualification of colon and men,
that all voters arc eligiable to office unless
expressly made itiengiable* that colored
men, having participated in framing the
Constitution, are to be presumed legally
qualified to participate in all privileges
under it; that wlien slavery fell, with it the
disabilities of free-colored .persons, and the
presumptions against them under the old
government grew out of slavery ; that the
adoption of the old law in the
Article X, section 111, does-not revive any
local common law, that the constitution
Was understood by the large majority of
of the Convention which framed it, and by
Congress, to leave office Atpen to men of
both races; that the right of eligibility
exists by stutnte if not by the constitution.
Death of Henry J, Raymond.— The teles
