Tbfire has been foolish and evidently unfounded rumor floationg about during the past two weeks in the public press to the effect that General Hancock had de clined the nomination for the Presidency. He has authoritatively set this rumor at rest.Uy annoueing that it is not his habit to refuse been', offered to him. Pessihly he may decline when he is nomi nated; jhe surely wiU if the platform is not a loyal, honest one, for be would belie his past career were he to do Otherwise: but until that contingency arises will hardly refuse what he may never receive. The choice to day is settling down rapidly be-tween him and Hendricks, Mr* Tilden having lost ground by the unwise and proscriptive course of his friends. Senator Hendricks was on the floor of the House of Representatives last Monday and received muchjattention; but the claim and 'services of the '’Gamecock of the Army” are not forgotten, and not likely te be. The passive policy never had much support is growing weaker daily, the con clusion being almost universal that the Republican split will amount. Horace Greoly, Charles Sumner and Lyman Trum bull are wedded to their idols; let them alone. Greely bows daily before his idols; of wooden head and brazen body and clay feet, which he calls p' otection of home industry; Sumner prostrates himself before his black master, as he has been in the habit of doing for ten years past, the lovely colored man; while Trumbull is still hang ing on to the Republican ship with nervous grasp. There is nothing on such material of wh ch to. make a great party, the latter is the only pos bility, and he be far more pos tve than he has as yet been to win the support and confidence of Demo crats The resu t ; s that it : s almost nevita ble that the Democracy should fall back upon their own men; they may be objec - t ons to this, but not by any means such serous ones as to the half-way Republicans who will draw little from their own party and drive much from that to which they may transfer their alleg'ance* Amid this unceita nty Hancock still stands ay the leading Democracy candidate—New Yoik fßtizan. . .. AFFAIRS IN FLORIDA. Impeachment of Governor Rccd, special dispatch to the Savannah Republican, Tal lahassee, February 13, we have had excite ing times in our Legislature for the past week, but people are making up their minds to submit to the inevitable, and matters are now rather more quiet. The impeachment of Governor Reed and his removal from office was virtually con summated on Saturday last, the 10th inst. In obedience to the instructions of th e House, or Assembly, on that day the As* sembly Committee appeared before the Sem ite and presented twenty articles of im peachment against Harrison Reed, Gover norjj of t the State, charging him with high crimes and misdemeanors, io the overi ssue of bonds, embczlmer.i of the pub lic funds, bribery, and coiruption in office. Governor Reed was formally notified of the proceeding, and on the same day re tired from office, when Lieutenants Gove rnor Day was sworn in and entered upon his duties as Governor. The Senate will sit as a High Court of. Impeachment to-morrow, when Reed Will, b« form ally arraigned on the above charges. It is probable, however, that no trial will take place at the preseut session, as the Osborn ring oppose it, fearing the results Liberty Billings has been elected Presi en* pro tempore of the Senate, which is thought to be equivalent to a defeat of the plans and purposes of the impeachment ring, at least for the present. Lxon. Thk London correspondent of the Cincin nati Commercial tells as that Ameiicans are oat of favor in Europe. He asserts that "all oar officials are believed here to be Utterly venal, and every body here has made up his mind that onr love for money has ruined us. and we are going straight to the Devil.” And is not far wrong. This is what Radicalism has brought a once great nation to. Th* Author of the Documents. —With regard to the misunderstanding with Great Britain over the treaty of Washington, the New York Suu makes the following state* ment which is important if true, and i' probably is: t * 4 lt should known that the case on our aide was prepared exclusivly by Mr. J. G. Davis and that it was not submitted either to Mr Everts, Mr. Cushing, or auv of the government's counsel for theii advice and waa not known to them until k had be-n completed and printed, and was beyond the possibility of ameudment before its presentation to the British government. FROM WASHINGTt N SUMMER VERBOUS GRANT. Sumner made a very affective speech in the Senate to-day against the Administra tion in connnection with alleged sale of arms to the French Government daring the late Fianco-Prussian war, and adduced copious documentary evidence to show that the Administration was privy to the sale of arms to Fiance in open violation of Inter national law, and that the difference in the amount received by the Government agent in New York from Frame on account of there sales, and the sums paid into the Treasury, was two million four hundred thousand dollars. AMNESTY The friends of amnesty have agreed upon a plan of operation which, it is believed, will insure the success of that measure be fore the close of the session . CENTENKIAI, COMMISIONERS. Julius Hau’s house, together with three children, was burned in Winona, Minneso ta. Nine and a quarter millions of bush els of wheat are in store and afloat at Chicago. Mardi gras, at New Orleans and Mem phis, was unprecedentedly . successful. There was no disturbance. The Governor of Nebraska revokes the call for an extra session of the Legislature, called by the Speaker of the Senate du ring the Governor’s absence. Bulkley, President of the JEtna Life Insurance Company, is dead, aged sixty-nine. Sir Edward Thorton apprehends no se rious trouble between England and Amer ica over the Treaty. Capt. James Biggs, of Covington, late a Debuty United States Marshal, has been arrested for short accounts. The steamer Nashville, loaded with one hundred and seventy-five thousand dol lars worth of fre ght for New Orleans, was sunk by ice at Cincinnatti, A Herald London special says that no English Cabinet, continuing the negotia - tions of the Treaty, as the case now stands could hold office twenty-four hours. Therefore arbitration is ended unless some mutual understanding modifying the point at issue is attained. The tobacco factory of Ayer & Bro, in McLean county, Kentucky, was burned by an incendiary* Loss sixty thousand pounds of tobacco. The supposed incen diary was lynched by masked men. He was found dead at the foot of the. tree. Peter G. Assistant Secret tary of the Treasury under Pierce, is dead aged 74. ' * Alexis arrived at New Orleans last night, 14th, at the St. Charles Hotel, whieh was brilliantly illuminated for the occasion. The small pox is now considered an epi demic in Edinburgh. The 27th of February,-is Thanksgiving Day lor the Prince of Wales, recovery, is declared a public holiday. Dennison, late Speaker of the British House of Commons, is gazetted as Vis-, count of Ossington. He appeared in the House of Lords this evening, and the oath having been administered, took his seat as Peer. The Prince of Wales is at Osburn with the Queen and is going out daily. Five thousaud pounds have been sub scribed for the search after Dr, Living* stone. Elections in the Department of Eure, in France, have been very disordely, and several conflicts occured. An earthquake was felt at Lisbon last night, but no damage is reported. The Pope will soon issue an encyclical letter on public Instruction, and its rela* lions to church and State. The Spanish Government invites ten* ders for cable to Canaries, thence to the Spanish American possessions. The expedition in search of Dr Living stone has departed from London. The comic papers of London cartoon the American claims for indirect damages. Senator Norwood. —A Washington letter thus refers to the maiden effort of Senator Norwood, of Georgia, on Monday last: Senator Norwood delivererhliis maiden speech to-day. He spoke in favor of am nesty and in opposition to Summer’s bill, and made a very favorable impression on his hearei a fine delivery—is a effective speaker, 1 and his ar guments indicate close reasoning and care ful study. Whatever may be thought of Florida justice, it must be said of that region have u plain speech. One of them telegraphs to Washington that Gov Roed.s'short-comings are corruption,fraud stealing, lying, and corrupt use of Execn rive patronage, That is a fearful cata* logue of offenses to bring against one man. —N. Fkench Version <>k the Stokes Trial. — The NcW York Messagor Franco-Ameri can sums up the Stokes defense as follows: H§]. To prove an alibi, and to show that Stokes was not in the United States when James Fisk the younger was killed, 2. To prove that Stokes never-carried a pistol, or that, if he did carry a pistol it was never loaded, and it was never fired. 3 Tha* Stokes killed Fisk in legitimate self defense. 4. That Fisk carried a Gatling gun in his p »kct :5* That Fitk organized the Ninth Regiment for the sole and avowed purpose ot making war on Stokes. 6. That Fisk de stroyed the peace and happiness of Stokc’s borne, and that consequently the homicide— if there was any homicide—was legitimate and a sacred duly of Stokes* 7. That Fisk was a bad man, and it was a good act to put him out of the way. 8. That Stokes was insane when he fired at Fisk, and was not responsible for his actiou* 9. That Fisk dnl not die it em injuries inflicted by Stokes 10. That Fisk was killed by the .ignorance of his doctors. 11. That Fisk was not wounded at all. 12. That Fskdied a natu ral death.
