USDA Improves Non-Insured
Crop Disaster Program
The U.S. Department of Agri
culture has modified the
Noninsured Crop Disaster Assis
tance Program (NAP) for the
2001 crop year to speed up pro
gram delivery and give produc
ers a better chance of obtaining
NAP coverage, announced Teresa
Lasseter, Farm Service Agency
(FSA) State Executive Director.
Statutory changes for the 2001
and subsequent crop years allow
NAP assistance to now be based
only on individual producer crop
losses, rather than on geographic
area crop losses for multiple pro
ducers.
"These changes will make the
program more accessible to indi
vidual farmers needing financial
assistance for noninsurable crops
destroyed by natural disasters,"
said Lasseter.
Producers who already have a
crop loss may sign-up for NAP
up until 30 days after the program
regulations are printed in the Fed
eral Register. The date will be
publicized once the regulations
are printed. Producers with new
losses that occur after the dead
line may sign up whenever the
loss occurs.
A service fee of $100 per crop,
not to exceed $900 per producer,
is due at the time of application.
Limited resource producers may
request a fee waiver. Also, pro
ducers must annually report crop
acreage, yield, production, and (if
applicable) a timely notice of
loss.
NAP provides financial assis
tance to producers for
noninsurable crop losses and
planting impeded by natural di
sasters. Eligible crops include
those produced for food (includ
ing livestock feed) or fiber for
which catastrophic crop insur
ance is not available.
Also eligible for NAP coverage
are controlled-environment crops
(mushroom and floriculture), spe
cialty crops (honey and maple
sap), and value loss crops (aquac
ulture, Christmas trees, ginseng,
ornamental nursery, and turfgrass
sod).
Other program restrictions may
apply. Implementing regulations
will be published as necessary.
Further information on NAP is
available from local USDA ser
vice centers or on FSA's web site
at: www.fsa.usda.gov
