IS THE NEGRO DRIFTING NORTH?
it is thought aDd held by many
that tbe solution of tbe race prob-
letn lies in tbe negro, or a majori
ty of them, finding tbeir way into
tbe northern and western states.
It would seem from the statistics
of the last census that this move
ment was already under way.
However, tbe natural borne of the
negro is in tbe south. It is adapt,
ed to him, and be is adapted-to it.
It is not likely that any large
uumber of negroes will ever, as
urged by Bishop Turner, go back
to Africa. They have developed
from a state of semi-savagery on
this continent into a higher slate
of civilization than they could
have ever attained under any oti -
er conditions; and here thev will,
assisted by tbe whites, work out
tbeir salvation.
Some very striking changes in
relative race population, says the
Macon Telegraph, are shown in re
cecitlr completed tabulations of
the census of 1000. For example,
there are uqw as many negroes in
Pennsylvania as Id Missouri, al
though 20 years ago there were
twice as many in tbe latter as in
tbe former. During tbe same pe
riod Massachusetts and Delaware
have shown tbe same shifting pro
cess, tbe former, which once had
ODly half as many, now having
more than twice as many negroes
as the latter. New Jersey also has
almost doubled its negro popula
tion during the past two decades
by influx from states farther south
Moreover, tbe white population
of Maryland eince 1880 has in
creased nearly 230,000, while tbe
negro population has increased
less thap 15,000. Virginia in 20
years has gained 312,000 white
people, and has gained only 29,-
000 negroes. North Carolina in
the same period has gained, in
round figures, 400,000 white peo
pie and only 93,000 nagroee. Ten
nessee bas gained 400,000 white
people and only 77.000 negroes
Missouri bas gained 922,000 white
people and less than 16,000 ne
gross. Kentucky has gained al
most 600.000 white people aod
only 13,000 negroes.
It is thus shown that, while tbe
negro population of several states
are increasing by immigration
they are relatively decreasing in
all the more northern states of the
south aud tbe white populations
are incrasing rapidly. Delaware,
Maryland, Virginia, North Caro*
lina, Tennessee, Kentucky and
Missouri are dividing tbeir burden
with tbe neighboring states of tbe
north. Why should not South
Caroliua, Georgia, Florida, Ala
bama, Mississippi and Louisiana
in turn divide with tbe eoutlern
states named above, and the fi rm-
er, by continuing tbeir preseut
process, pile higher and higher the
negro population of the northern
states, thus eventually bringing
about a general distribution?
It is true that there bae been lit
tle change as yet in South Caro
lina, Georgia and the gulf etates.
In our own state there are now
87,600 blacks for every 109,000
whites as compared with 87,781
blacks ten years ago. In Florida,
Alabama aud Mississippi there ie
not even this slight proportionate
increase of whites, but, on the con-
trary, a slight proportionate in
crease of blacks. Mississippi and

etates with a majority of negroee.

149,117 negroes to every 100,000
whites, end this relative propor
tion bas now fallen to 140,249 In
Louisiana the relative decrease of

there were in that state 100,143

89,199 negroes to 100,000 wbltee.
Thus there ie a prospect that even
South Caroliua, Georgia and the
gulf state* may eventually divide
tbeir burden, as tbe border states
are now rapidly dividing theirs,
with the north aad wait.
