Budget officers already are working
to that end. Mr. Harding declares
that it will be his endeavor to so
hold down government expenditures
that no more revenue legislation will
be necessary.

of the public debt will be less and
that the coat of pensions will be less.

But it is expected there will be an
increase in the cost of operating the
veterans' bureau and that compensa
tion hospitalization -and vocational
training for disabled veterans will
coat the government more during the
coming fical year than ever before.
President Harding has ealled on

submit estimates of expenses for tbe
next fiseal year lower than thoM for
the current year. These estimates
whieh have reached the budget
bureau has been cut several hundreds
of millions of dollars. Most of the
money is to be saved in the war and
navy departments, it is declared.

The minutes of the last meeting
were read and amended aa follows:

chairman of the water and light com
mittee, stated that the superintendent
of the water and light plant had been
approached by the commander of the
American Legion in regard to electric
current for a carnival to be located

ATLANTA DETECTIVE
BEGINS PRISON TERM
Atlanta, Ga., Oct 26—Every ap.
peal denied W. L. ("Bill”) Payne,
former detective, convicted of ac
cepting brides, surrendered himself
to Sheriff Lowry at the Court House
yesterday and left a few minutes
later in the custody of Captain
Charlie Collier, County Convict
Warden, to begin a maximum misde
meanor sentence.
Payne, found guilty by a Jury
testimony of Nat McWhorter,
fessed negro blind tiger, was under
sentence to serve a year on the chain,
gang, six month in Jail and to pay
fine of $1,000. He appealed from
the conviction, accomplished a year
in Judge John D. Humphries 1
division of Superior Court under
merciless prosecution of Solicitor
General John A. Boykin, but the
sustained by both the State
Court of Appeals and the Georgia
Supreme Court.
Payne’s conviction was an indirect
result of the sensational bunco probe
carried on in Atlanta about two
years ago by John A. Boykin, solid,
tor general of the Atlanta Judicial
Circuit, whose handling of the probe
attracted nation-wide attention. Mr.
Boykin was at work for ssveral
months getting evidence against the
bunco ring and when he finally
posed the operations of the rinr
victims began to appear on every
hand. It was shown that Atlanta
the headonartera of a band of
national crooks, and due to his untir
ing efforts Rhe Atlanta prosecutor
broke up the organization and put
its operations to flight, but the long
arm of the law soon caught some
them.

During the investigation before
tho grand jury charges were made
that the police department t
collusion with the leaders of the
alleged bunco ring said to have
operated in Atlanta for a period of
seven years or more. The city cot
cil appointed a special committee
investigate the charge and during the
investigation it developed that Payne
had accepted the sum of $300 a week
from McWhorter as a reward for
protection.
McWhorter later appeared before
the grand jury with the result that
Payne was Indicted, and at his trial
was convicted and seentenced to pay
fine of $1,000, serve twelve months
x the chaingang and six months in
Jail.

ing from thirty-six feet to forty-five

already established on Dawson
street.

Culberson.
Upon motion, council adjourned un
til 7:15 p. m., November 4.
