Every borometer of business Indi
cates the coming of good times. The
business already developed has been
steady and consistent, despite the
threatening handicaps of Industrial
disorder and disorganization. The
people have begun to realize Just
what their needs are and Juat what
they must face to attain them, and
they have been atlmulated to activity.
We may well expect that conditions
will improve in the South within
hort time and that it will be felt in
very avenue of buainess enterprise,

DIABETES NO LONGER
ABLE.
If a discovery by Dr. F. C. Banting,
of Toronto, stands the test, another
disease has been stricken from the
list of Incurable maladies. The Can

discovery in the treatment of diabetes

by the University of Pennsylvania.
Doctors say it la yet too early to de-

THE LAW OF LOTTERIES
The September Bulletin of the
Southern Newspaper Press Assocl
contains a timely warning with refer
ence to the publication of any adver
tising which contains any element or
chance. Tbe warning In fall Is as fol
lows:
“Quit# frequently a newspaper unin
tentionally carries a news story of sa
advertisement that Is a direct viola
tion ot tha postal rules and regulations
governing lotteries. Publishers shoald
It a point to acquaint the mem
bers of their editorial and advertising
staffs to the end that their stories
and advertisements be free of any
thing that is a violation ot the law,
otherwise tbe publisher Is likely to be
embarrassed through having an entire
edition barred from the malls and also
be liable to punishment. The follow
ing section from Postal Rules and
Regulations cover tbe subject:
No letter, package, postal card
circular containing any lottery, gift
enterprise or similar scheme offering
prises dependent in whole or in part
upon lot or chance; aa-1 no lottery
ticket or part thereof, or paper,
tiflcate or Instrument purporting t
to represent a ticket, chance, share,

event of a lottery, gift enterprise

This Is a timely warning. We have
Been a number of advertiaements that
violated thla law, but got by because
no one saw fit to make a report of It.
Ot course, when least expected, trou
ble will result and then somebody will
be sorry that more care was not taken.
It Is better to be safe than sorry.
