Starting earlier in the day when
Representative Magee, republican,
New York, a member of the commit
tee which framed the bill, declared
that defiance of the Volstead law
"was so prevalent as to threaten
institutions,” it ended abruptly jus!
after Representative Hill, republican,
Maryland, a leader in the movement
for light wine and beer legislation,
had announced what he proposed to
offer in the form of amendments,
reached today.
Meanwhile friends of prohibition
overwhelmingly i n control, took
shot after another at those who
sought to attack the law and by
parliament methods cut short Mr.
Hill's attempt to connect the prohi
bition unit in a friendly way with th«
Ku Klnx Klan.
To Restore Respect-
In urging congress to give to the
state the right to say what alcoholic
content would make wine and beer
intoxicating, Mr. Magee declared ft
probably would result in a beverage,
made from pure ingredients and “the
restoration of wholesale respect for
the law.”
Declaring the liquor traffic had
thrived on misery until the people,
handling it as if it were a. serpent,
had choked it, Representative Gil
bert, democrat, Kentucky, shouted to
the house that he was getting tired
of the constant attacks on men
trying to see that the law
obeyed.
“So determined and vindictive is
the small minority that it stands oi
in open defiance of the constitution,
said Mr. Gilbert, adding that it w*
backed by influential resources and
that members of the house gave aid
and comfort Taking up the charge
that crimes against the United States
had increased since enactment of the
Volstead law, Mr. Gilbert asserted
that crimes which flourished in the
bar-room days and which were han
dled in the stat econrts had decreased
to the point where manly jails In
rural communities were empty.
Hubbub In House
Half a dozen members were on
their feet at once trying to break in
questions when Mr- Hill, given
six minutes to general debate, pro
ceeded to explain the nature of his
amendments.
“In the first place,” he shouted
in the hubbub. “I shall propose that
the house strike out of the bill the

bombarded with questions as to
whether he was trying to tighten up
the Volstead act.
“I shall also propose to strike out
of the appropriation all funds,” he

counsel to the prohibition unit on
the ground that its legal force does
not know how to construe the law
which exists yesterday. Another
amendment provides that no part of
the fund shall be used by the com
missioner for propaganda purpopeses
in attempt to defeat members of con-1
gross, and finally to transfer enfroce-
ment of prohibition from the treas
ury to the department of justice,
where it belong*.' 1
